Sub-Saharan Africa is considered the last region in the world where women still give birth to presumably too many children. However, within large cities such as Maputo, the capital of Mozambique, the average number of children per woman varies greatly. What is extraordinary, as this book shows, is that childbearing is a social action. Parenting allows one to consider different action alternatives, or rather, opportunities to act. These actions are not the same for everyone in different contexts. The book highlights that macro level socio- demographic changes, namely intraurban reproductive disparities are brought up by micro level (individual) actions.
Unlike most Asian and Latin American countries, sub-Saharan Africa has seen both an increase in population growth rates and a weakening of traditional patterns of child-spacing since the 1960s. It is tempting to conclude that sub-Saharan countries have simply not reached adequate levels of income, education, and urbanization for a fertility decline to occur. This book argues, however, that such a socioeconomic threshold hypothesis will not provide an adequate basis for comparison. These authors take the view that any reproductive regime is also anchored to a broader pattern of social organization, including the prevailing modes of production, rules of exchange, patterns of religious systems, kinship structure, division of labor, and gender roles. They link the characteristic features of the African reproductive regime with regard to nuptiality, polygyny, breastfeeding, postpartum abstinence, sterility, and child-fostering to other specifically African characteristics of social organization and culture. Substantial attention is paid to the heterogeneity that prevails among sub-Saharan societies and considerable use is made, therefore, of interethnic comparisons. As a result the book goes considerably beyond mere demographic description and builds bridges between demography and anthropology or sociology. In Making an African City, Jennifer Hart traces the way that British colonial officials, Accra Town Council members, and a diverse group of technocrats used regulation to define what an "acceptable" city looked like. Unlike cities elsewhere on the continent, Accra had a long history of urbanism that predated British colonial presence. By criminalizing some activities and privileging others, colonial officials sought to marginalize indigenous practices of Accra residents and shape the development of a new, "modern" city. Hart argues, however, that residents regularly pushed back, protesting regulations, refusing to participate in newly developed systems, reappropriating infrastructure, demanding rights to city services, and asserting their own informal vision for the future of the city. While urban plans and regulations ultimately failed to substantively remake the city, their effects were and are still felt by urban residents, who are often subject to but not served by urban infrastructure. Making an African City explores how the informalization of Accra's development was a historical process, not a natural and self-evident phenomenon, which connects the history of the city with the history of urban development and the growth of technocracy around the world.

This book originated in a conference on Culture and Reproduction held at the University of California. It discusses conceptual changes in demographic theory, focuses on micro-level issues, and explores linkages between micro-level processes and the macro-level constraints that shape those processes. World population growth, especially its fertility component, poses a major dilemma for policymakers throughout the world. However, theoretical developments in demography have not yet provided a solid foundation for understanding contemporary population processes. From an anthropological perspective, the current micro-level models do not properly recognize the cultural and biological constraints within which people make reproductive decisions. On the macro level, demographic transition continues to be linked to processes of "modernization." Arguing that it is necessary to readdress micro-level issues in light of the cultural-historical variability of particular places and times and to explore linkages between macro- and micro-level phenomena through which population processes work themselves out, the contributors point the way to new theoretical formulations of the concept of culture, the nature of macro/micro linkages, and methods of placing demographic theory within the more encompassing framework of evolutionary theory.
In cities throughout Africa, local inhabitants live alongside large populations of "strangers." Bruce Whitehouse explores the condition of strangerhood for residents who have come from the West African Sahel to settle in Brazzaville, Congo. As early as the 1910s, African drivers in colonial Ghana understood the possibilities that using imported motor transport could further the social and economic agendas of a diverse array of local agents, including chiefs, farmers, traders, fishermen, and urban workers. Jennifer Hart's powerful narrative of auto-mobility shows how drivers built on old trade routes to increase the speed and scale of motorized travel. Hart reveals that new forms of labor migration, economic enterprise, cultural production, and social practice were defined by autonomy and mobility and thus shaped the practices and values that formed the foundations of Ghanaian society today. Focusing on the everyday lives of individuals who participated in this century of social, cultural, and technological change, Hart comes to a more sensitive understanding of the ways in which these individuals made new technology meaningful to their local communities and associated it with their future aspirations.
This study analyses the way in which tribal ties are maintained in the development of a tribally mixed, middle class community in Kampala, Uganda. Political independence in the early nineteen sixties in much of Africa created expectations of increased development, education and living standards. There was hope that ethnic tensions arising from false colonial boundaries might be transcended by newly emerging socio-economic status-groups. However, the new national boundaries suddenly made aliens of peoples who had migrated and settled in towns distant from their home countries. The interplay of nationality, ethnicity and socio-economic status or class was given a new theatre. Hope was dramatically tempered by nationalist and ethnic conflicts which cut across ethnically mixed, small status groups of neighbours and friends. In Kampala, Uganda, this rapidly unfolding drama resulted in the expulsion of two Kenyan ethnic groups and polarised peoples from northern and southern Uganda. The essentialisation of ethnic and national identity imposed by colonialism was thus taken on in this new situation by the people themselves, with the result that they became 'cultural' starting-points of social and political judgement.
