Excerpt from The Congo: A Report of the Commission of Enquiry Appointed by the Congo Free State Government; A Translation In obedience to the instructions contained in Article 5 of the Decree of July 2 3, 1904, we have the honour to submit to you a Report upon the results of the enquiry that we conducted in the Congo. We had for our mission to See if, in certain parts Of the territory, the natives were subjected to ill treatment either by private individuals or by State Agents, to point out practical means of better ment and to formulate, in case the Enquiry reveals such abuses, suggestions as to the best means of put ting an end to the same, having in view the welfare of the inhabitants and the good government of the territories.
