This booklet is intended to outline programs undertaken by the Research & Development Branch in the Dept. of National Defence and to provide points of contact for those needing additional information. It begins with sections describing the functions, research areas, significant facilities, and management structure of the Branch's research establishments (Atlantic, Ottawa, Valcartier, Suffield, and the Defence & Civil Institute of Environmental Medicine), plus the activities or functions of the Directorate of Scientific Policy, Directorate of External Scientific Activities, Defence Industrial Research Program, and DND/NSERC Research Partnership Program. It then outlines research thrusts in five broad subject areas: maritime, land, air, command and control information systems, and human performance.
Accompanying these changes has been the development and implementation of management and administrative initiatives to accommodate DND's new R&D governance structure and the requirement to have in place research and development programs that provide an R&D capability which supports the strategic direction of the Department and the CF. [...] Considerable changes and progress have taken place in the provision of the defence R&D capability since the completion of the investigative phase of this evaluation and the issuance of the draft report. [...] Responses to the draft report from program stakeholders have resulted in many suggestions for additional issues that impact the effectiveness and efficiency of the R&D program and its contribution to the achievement of the objectives of the Department and the CF. [...] Accompanying these changes has been the requirement to develop and implement management and administrative initiatives to accommodate the new status and the requirement to have in place research and development programs that would continue to provide a R&D capability to support the strategic direction of the Department and the CF. [...] Benchmarking DRDC with other R&D organizations has indicated that the 'factors of success' and 'The Attributes of a Well Managed R&D Organization' as identified by the National Advisory Board on Science and Technology and the Office of the Auditor General, have been reasonably and actively addressed in the establishment of the Agency and have taken into account the unique features of DND and the C.
This report covers the last year of the Branch's operation within the Materiel Group of the Department of National Defence (on April 1, 2000, it became an agency within the Department with the new name Defence R&D Canada). The Branch consists of a headquarters & four Defence Research Establishments, which together deliver research & development capacity for the Canadian Forces and the Department. The Branch also provides strategic policy & advice and serves research needs of clients outside of the Department. The report begins with highlights of achievements in the Branch's maritime, land, air, human performance, and information systems programs, then reviews performance on key objectives and other achievements in its main lines of business. It also includes lists of projects, expenditures, international activities, and scientific awards & honours.
In all leading industrial nations there is a close linkage between expenditure on defence research and development and procurement with the growth of high technology sectors of the economy. The science and technology (S&T) activities of the Department of National Defence contribute significantly to Canada's system of innovation. This paper describes how greater co-ordination of departmental S&T activities as well as a more focused objective for the departmental contribution to the overall federal S&T strategy can increase the impact and visibility of the Department's activities.
