Excerpt from Report on Forests and Forestry In that paper, the commissioners were directed to be present upon the ground, if possible, by the first of May, and to remain until the end of October. They were instructed to organize as a committee, in the pres ence of the executive commissioner. Upon this committee devolved certain duties, such as the nomination of jurors. The chairman advised the Department of State of its organization, and of the progress of its labors. It is unnecessary here to recur to that part of the history of the commission and of the committee, further than to express individual regret that it became necessary, in some instances, to nominate its mem bers as candidates for appointments upon the International Jury. In explanation, it may be stated that it was found impossible to engage the services of a sufficient number of fellow-countrymen, and those who were obliged, by the duties of their office, to remain in Vienna were forced to accept these additional burdens. Excerpt from First Book of Forestry During the last twenty years the general interest in forestry has grown with remarkable rapidity in all parts of our country. The federal government has set aside large forest reserves, and several states have established reservations or parks. The private owners of large tracts of forest lands are employing trained foresters to care for their property, and an improvement in the smaller holdings is everywhere noticeable. Forestry is taught in two special schools in America, and elementary courses on the subject are given in several colleges and preparatory schools. A desire has been expressed to introduce this useful and interesting study into our public schools and country homes, and this volume is an attempt to provide a book on the subject which shall satisfy this demand. In keeping with this purpose there has been no attempt to write a textbook or manual of forestry; but an effort has been made to present in simple, non-technical language some of the general principles underlying the science, and to state the methods which are employed and the objects to be attained in the practice of forestry. Early association with the well-kept forests of Germany, observations made in the widely differing forest districts of our own country, and three years' experience in teaching forestry have helped to make the responsible task of preparing this book a pleasure. Excerpt from Report on Forestry in Sweden My report on forestry in Sweden was originally published in the volume of Foreign Relations of the United States for 1872, and the then Secretary of State, Mr. Fish, also caused a separate edition of it in pamphlet form to be printed and distributed. The Senate having authorized a new edition to be revised by myself (without charge), I immediately consulted Count Wachtmeister, chief of the forestry bureau at Stockholm, as to any new matter that could properly be. introduced. He replied that on account of changes that had occurred since my report was made it would be advisable for me to engage Mr. K. G. G. Norrling (extra jagmastare) to prepare a short complete sketch of the present situation of Swedish forestry, which I gladly did. Mr. Norrling is an educated and trained forester, eligible for appointment as chief of range, and has furnished a very able sketch in Swedish, a translation of which forms the fourth to the tenth of the following subdivisions, inclusive. The translation is not as concise as the original, but is the best that circumstances have permitted. Sir: I have the honor to send herewith a report which I have prepared on the forests and forest culture of Sweden. It comprises a practical description of the manner of growing and the economical management and use of forests, as well as a translation of some of the principal laws on the administration, care, and preservation of public forests and for the support of instruction in forestry. I also transmit four different treatises, in Swedish, on forest culture, cited in the report; also, a report of a commission in regard to further legislation concerning the forests. The commission first mentioned recommend legislation in Sweden similar to what obtains in many other countries of Europe, prohibiting owners of private forests from cutting, for commercial purposes, trees under a certain size. The fact that some kinds of trees require several generations for their full development and that the climate and supply of water in a country are much influenced by the existence or nonexistence of forests affords strong grounds for such a law.
