Excerpt from Report of the Special Tax Commission of the State of Kentucky: 1912-14 House Resolution No. 24, passed by the last general assembly and approved by Governor James B. McCreary, March 15, 1912, provided for the appointment of a State Tax Commission. It was to be composed of five members, two to be appointed by the Speaker of the House from among the members of the House of Representatives, two by the President of the Senate from among the members of the Senate, and one by the governor from the state at large. The Speaker of the House, the Hon. Claude B. Terrill, appointed as the two members from the House, P. L. Atherton, of Louisville, and Elwood Hamilton, of Frankfort. Mr. Atherton subsequently resigned on account of ill health, and L. C. Owings, of Jefferson county, was appointed in his place. The President of the Senate appointed as the two members from the Senate, W. B. Moody, of Henry county, and W. A. Frost, of Graves county, and His Excellency, the Governor, appointed W. O. Davis, of Woodford county, as the member from the state. The Commission first met at Frankfort on the 7th day of May, 1912, and organized by electing W. O. Davis, Chairman, and Elwood Hamilton, Secretary. It then immediately began its investigation of the system of Revenue and Taxation in Kentucky, as well as the systems of other states. It has held sixteen formal meetings and many other informal conferences for the purpose of consultation and interchange of views. It also undertook to ascertain the need of tax reform by conferences with citizens from various parts of the State, representing various industries.
