Excerpt from Report of the Neuse River Basin Water Quality Study Commission: Report to the 1985 General Assembly of North Carolina The Neuse River Water Quality Study Commission was authorized under Chapter 924 of the 1983 Session. (See Appendix A for the text of the Act). The membership of the Commission consists of both legislators and private citizens. (See Appendix A for list of membership). Section 2 of Chapter 924 charges the Commission and the Department of Natural Resources and Community Development to "jointly conduct an extensive review of water pollution problems and water resources needs of the Neuse River Basin." The Act directed the Commission to investigate the causes of water quality degradation in the Neuse River Basin and recommend action towards a water quality management plan. The Commission held three meetings (December 2, 1983; December 20, 1984; Janaury 25, 1985) and the following is its Final Report.
