Excerpt from Report of Industrial Accidents Commission, 1915 Since then Workmen's Compensation Acts have been passed in ten States (connecticut, Iowa, Louisiana, Maryland, Minnesota, Nebraska, New York, Oregon, Texas and West Virginia), so that such Acts are now in effect in twenty - three of the forty - eight States in the Union. The only States of considerable industrial im portance in which compensation is not secured in some form or other to sufferers from industrial accidents are Pennsylvania, Indiana and Missouri. When the previous Commission made its report in 1913, it was forced to rely to a large extent upon pre dictions as to the probable beneficial effects of the legis lation then proposed, or upon the experience of the many European countries in which similar Acts had been in force for many years. Excerpt from Report of Industrial Accidents Commission 1912 The original compilation by this Commission of statis tics showing the causes of accidents in the many different industries of Pennsylvania has been neither necessary nor possible. To prepare a set of such statistics, complete enough to be reliable, would have required more time, more authority and more funds than have been given our Commis sion. Furthermore, it would have been, in the main, a mere duplication of the data which for years past has been gath ered and digested by the Department of Factory Inspection, all of which has been freely offered for our use and has been extremely valuable to us. We are greatly assisted also by having the information collected in this country and abroad during the past decade by many other authorities, both pub lic and private, for there is no radical difference between the industrial accidents of Pennsylvania and those of our neighboring States. Excerpt from Report of Decisions of the Industrial Accident Commission of the State of California, Vol. 4: For the Year 1917 This Act was amended by the legislature of 1915 in many minor respects, such amendments being found in Chapters 420, 541, 607 and 662 of the Laws of 1915, and becoming effective on August 8, 1915. The only change of major importance accomplished by these amend ments was the extension of the Act to cover occupational diseases. This was accomplished by striking out the requirement of proof of an accident, leaving all injuries compensable which occur in the course of and rise out of the employment, whether accidental or otherwise. Excerpt from First Annual Report of the Industrial Accident Board for the Twelve Month Ending June 30th, 1916: Workmen's Compensation Act; In Effect July 1st, 1915 The members of the Legislature, acting on the Governor's recommendation, created the present law, the enactment of which resulted in introducing into the governmental affairs of the State an economic plan which was distinctly an out growth of modern social conditions, and was entirely new to the business administration of the commonwealth. Legisla tion of the nature described clearly evidenced the changed condition of public opinion and the relation of employer to employe in this state, when its legislative body, by practically a unanimous vote, passed a measure providing for the com pensation of the unfortunate victims of industrial accidents. The wisdom, justice and economy of such legislation 'has now become so universally recognized in every corner of this state that argument in its favor is really unnecessary. Accidents are incidental to industrial enterprises, and be cause this is true, the Industry is responsible to the injured workman and should bear the cost of accidents.
