Governance everywhere is concerned with spatial relationships. Modern states "map" local communities, making them legible for the purposes of control. Ethiopia has gone through several stages of "mapping" in its imperial, revolutionary, and postrevolutionary phases. In 1986 The Southern Marches of Imperial Ethiopia, a cross-disciplinary collection edited by Don Donham and Wendy James, opened up the study of center/periphery relations in the Ethiopian empire until the fall of the monarchy in 1974. This new volume examines similar themes, taking the story forward through the major changes effected by the socialist regime from the revolution of 1974 to its overthrow in 1991, and then into the current period that has been marked by moves toward local democracy and political devolution. Topics include the changing fortunes of new and historic towns and cities, the impact of the Mengistu regime's policies of villagization and resettlement, local aspects of the struggle against Mengistu and its aftermath, and the fate of border regions. Special attention is given to developments since 1991: to new local institutions and forms of autonomy, the links between the international diasporas of Ethiopia and the fortunes of their home areas. The collection draws on the work of established scholars as well as a new generation of Ethiopian and international researchers in the disciplines of anthropology, political science, history, and geography.
An historical overview of Ethiopia's transformation from a multicultural empire into a modern nation state. Provides the gist of one scholar's knowledge of this country acquired over several decades. The author of numerous works on Ethiopia, Markakis presents here an overarching, concise historical profile of a momentous effort to integrate a multicultural empire into a modern nation state. The concept of nation state formation provides the analytical framework within which this process unfolds and the changes of direction it takes under different regimes, as well as a standard for assessing its progress and shortcomings at each stage. Over a century old, the process is still far from completion and its ultimate success is far from certain. In the author's view, there are two majorobstacles that need to be overcome, two frontiers that need to be crossed to reach the desired goal. The first is the monopoly of power inherited from the empire builders and zealously guarded ever since by a ruling class of Abyssinian origin. The descendants of the people subjugated by the empire builders remain excluded from power, a handicap that breeds political instability and violent conflict. The second frontier is the arid lowlands on the margins of the state, where the process of integration has not yet reached, and where resistance to it is greatest. Until this frontier is crossed, the Ethiopian state will not have the secure borders that a mature nation state requires. John Markakis is a political historian who has devoted a professional lifetime to the study of Ethiopia and its neighbours in the Horn of Africa. He has published several books and many articles on this area.
When we think of Ethiopia we tend to think in cliches: Solomon and the Queen of Sheba, the Falasha Jews, the epic reign of Emperor Haile Selassie, the Communist Revolution, famine and civil war. Among the countries of Africa it has a high profile yet is poorly known. How- ever all cliches contain within them a kernel of truth, and occlude much more. Today's Ethiopia (and its painfully liberated sister state of Eritrea) are largely obscured by these mythical views and a secondary literature that is partial or propagandist. Moreover there have been few attempts to offer readers a comprehensive overview of the country's recent history, politics and culture that goes beyond the usual guidebook fare. Understanding Contemporary Ethiopia seeks to do just that, presenting a measured, detailed and systematic analysis of the main features of this unique country, now building on the foundations of a magical and tumultuous past as it struggles to emerge in the modern world on its own terms.

This book examines the impact of the federal restructuring of Ethiopia on ethnic conflicts. The adoption of ethnic federalism in Ethiopia was closely related with the problem of creating a state structure that could be used as instrument of managing the complex ethno-linguistic diversity of the country. Ethiopia is a multinational country with about 85 ethno-linguistic groups and since the 1960s, it suffered from ethno-regional conflicts. The book considers multiple governance and state factors that could explain the difficulties Ethiopian federalism faces to realise its objectives. These include lack of political pluralism and the use of ethnicity as the sole instrument of state organisation. Federalism and Ethnic Conflict in Ethiopia will be of interest to students and scholars of federal studies, ethnic conflict and regionalism.
This book examines the relationship between inequalities and identities in the context of an unprecedented state advocacy of human rights with a distinct emphasis on (ethnic) group rights in post-civil war Ethiopia. The analysis is set against the background of a dramatic state remaking by a rebellion movement (the Ethiopian People's Revolutionary Democratic Front – EPRDF) that seized control of the Ethiopian state in 1991, after a decisive battlefield victory over an unpopular regime. The new government of former rebels pledged to institute a new system of ethnic self-government that celebrated ethnic diversity with a firm pledge to guarantee basic human rights. After nearly three decades in office, however, the Ethiopian government is challenged by the resilience of identity-based inequalities it ostensibly sought to end, and by protests against its own policies and practices that intensified inequality. The events in Ethiopia, reverberating throughout the Horn of Africa, have inspired heated and often polarized debates between academics, policy experts, political activists, and the media. Data D. Barata contributes to this debate through a nuanced ethnographic analysis of why identities with distinct notions of inequality persist, even after relentless interventions and ideological repudiations. The contestations and struggles over political representation, local governance, cultural identities, land and religion that the book examines are shaped, one way or another, by the global human rights discourse that has inspired millions of Africans to confront entrenched structures of power. Between the years 1964 and 1974, Ethiopian post-secondary students studying at home, in Europe, and in North America produced a number of journals. In these they explored the relationship between social theory and social change within the project of building a socialist Ethiopia. Ethiopia in Theory examines the literature of this student movement, together with the movement’s afterlife in Ethiopian politics and society, in order to ask: what does it mean to write today about the appropriation and indigenisation of Marxist and mainstream social science ideas in an Ethiopian and African context; and, importantly, what does the archive of revolutionary thought in Africa teach us about the practice of critical theory more generally?

The aim of this conference was to bring researchers and those working in the practical field of conflict resolution together, before the background of renewed internal and international conflict. Research in conflict resolution mechanisms is one of the most hopeful fields in modern social sciences. Local conflicts can have devastating effects on the state and even involve the international level. In turn, international conflict can also destabilize society and create new local conflicts. However, local conflict resolution mechanisms could be of a great importance even within the international scene. This volumes examines the experiences in Ethiopia and the impact the acquired knowledge could have for future conflict resolution and management.
Most governments in Africa, seeing the political mobilisation of ethnicity as a threat, have rejected the use of ethnic differences as an explicit basis for political representation. The one prominent exception is Ethiopia, which since 1991 has imposed a system of ethnic-based federalism that offers each ethnic group the right of ‘self-determination’. This book provides a detailed empirical study of this system at work in the complex multiethnic environment of southern Ethiopia. It finds that ethnic self-rule, in combination with the power politics of an authoritarian regime, has produced both intended and unintended outcomes. While arguably easing large-scale ethnic conflicts, it has led to ‘ethnicisation’ of local socioeconomic disputes and to sharper inter-ethnic and intra-ethnic divides, often to the disadvantage of historically marginalised groups.
