This book has four main objectives: to bring the thus far almost entirely neglected historical case of ‘the rise of Japan’ into the literature on power shifts in general and ‘the rise of China’ in particular; to propose a discourse-based conceptualization of identity for the study of economic policy that engages theoretical and methodological debates on how to overcome the dichotomy between ‘ideational’ (identity) and ‘material’ (economic) factors; to address the tendency to focus on the ‘radical Other’ in poststructuralist IR scholarship, by highlighting how heterogeneity disturbs exclusive and binary articulations of identity and difference; and to propose a method for putting political discourse theory (PDT) into practice in empirical research by drawing on rhetorical political analysis (RPA). US congressional debates on economic policy on Japan and China in 1985–2008 are analysed as examples of official US elite public discourse. The book shows that the ‘new era’ in US-Chinese relations that scholars and policymakers have been announcing since the beginning of the Trump presidency was long in the making, as it rests on longstanding discourses on the USA’s main economic competitor.

In the noise of the debate about the EU, it is rare for fundamental questions to be asked. For example, for what purposes should we have international institutions at all? Does the EU meet those purposes and, if not, is reform possible? This book considers these questions. An international team of renowned authors looks at each area of economic policy in which the EU has an interest, as well as at the governing structures of the EU, and asks what, if anything, the EU should be doing. In most cases, this is then compared with the status quo and against the possibility of Brexit in order to help the reader make a judgement, in each policy area, about which would be the best direction for Britain to take. The 2010s were a decade of transformation and conflict in the Middle East, bookended by the Arab Uprisings and the coronavirus pandemic. Throughout this time, Saudi Arabia, the UAE and Qatar—the three Arab states with the most ambitious regional policies—declared stability to be their main objective. Yet, rather than being a common denominator, this seemingly shared goal in fact obscured differences between their often-competing agendas. These three Gulf monarchies all agreed that the Middle East had descended into unprecedented and dangerous instability following the Arab Uprisings. But their assessments diverged on what characterised and drove the unrest. This led each country to formulate different—and at times contradictory—views of how politics should be organised in and between states in the region, and what role external powers should play to build a stable new order. With no universally accepted definition of stability, this book develops an original analytical framework linking this concept to that of order, and provides a useful lens through which to understand foreign policy in the Gulf. While governments often frame their relations with other states by evoking a joint commitment to stability, Tobias Borck shows that this does not, in itself, imply strategic alignment.

The book explores developments in Russia-China relations in the aftermath of the global economic crisis, arguing that the crisis transformed their bilateral affairs, regional liaisons and, crucially, altered the roles both states play on the international arena. Discussing how Russo-Chinese cooperation has accelerated in energy trade, arms sales and in the Russian Far East, the focus is on how the still mutually advantageous relationship has become more asymmetric than ever, reflecting China’s meteoric rise and Russia’s decline. These dynamics are explored through three perspectives: domestic, regional and global. Domestically, the book traces the role of political coalitions and key interest groups involved in how the two states shape their reciprocal policies. Changes in the regional dimension are examined with particular reference to a new status quo emerging in Central Asia.
