The past is an increasingly unreliable guide to the future. European workplaces and the regions in which they are located face unprecedented pressures and challenges. Whereas in recent decades incremental adaptation has largely been sufficient to cope with external change, it is no longer clear that this remains the case. Globalisation, technological development and dissemination, political volatility, patterns of consumption, and employee expectations are occurring at a rate which is hard to measure. The rate of change in these spheres is far outstripping the rate of organisational innovation in both European enterprises and public governance, leading to a serious mismatch between the challenges of the 21st Century and the organisational competence available to deal with them. In this context, there is no clear roadmap. The contributors to this volume address these issues and demonstrate that building the knowledge base required by actors in this volatile environment requires continuous dialogue and learning – a context in which social partners, regional policy makers and other participants share diverse knowledge and reflect on experience rather than seeking and imitating any notion of 'best practice'. Regional Input-Output Analysis applies standard macroeconomic accounting principles to geographic and regional studies. Hewings develops an analytic framework and constructs regional input-output models. He then expands the model to consider interaction between regions. He links the model to linear programming and demographic models to provide a more sophisticated representation of reality.
Until recently, the South Caucasus was a virtual /terra/ /incognita/ on Western archaeological maps of southwest Asia. The conspicuous absence of marked places, of site names, toponyms, and topography gave the impression of a region distant, unknown, and vacant. The Joint American-Armenian Project for the Archaeology and Geography of Ancient Transcaucasian Societies (Project ArAGATS) was founded in 1998 to explore this terrain. Our investigations were guided by two overarching goals: to illuminate the social and political transformations central to the regions unique (pre)history and to explore the broader intellectual implications of collaboration between the rich archaeological traditions of Armenia (former U.S.S.R.) and the United States. This volume provides the first encompassing report on the ongoing studies of Project ArAGATS, detailing the general context of contemporary archaeological research in the South Caucasus as well as the specific context of our regional investigations in the Tsaghkahovit Plain of central Armenia. The book opens with detailed examinations of the history of archaeology in the South Caucasus, the theoretical problems that currently orient archaeological research, and a comprehensive reevaluation of the material bases for regional chronology and periodization. The work then provides the complete results of our regional investigations in the Tsaghkahovit Plain, including the findings of the first systematic pedestrian survey ever conducted in the Caucasus. Thanks to the results presented in this volume, and Project ArAGATSs ongoing excavations in the area, the Tsaghkahovit Plain is today the best known archaeological region in the South Caucasus. The present volume thus provides archaeologists with both an orientation to the prehistory of the South Caucasus and the complete findings of the first phase of Project ArAGATSs field investigations.
More than half of the 116 research parks now operating in the United States were established during the 1980s, with the aim of boosting regional economic growth. But until now no one has systematically analyzed whether research parks do in fact generate new businesses and jobs. Using their own surveys of all existing parks and case studies of three of the most successful--Research Triangle Park in North Carolina, Stanford Research Park in California, and the University of Utah Research Park--Michael Luger and Harvey Goldstein examine the economic impact of such facilities. As the name suggests, a research park is typically meant to provide a spacious setting where basic and applied technological research can be quietly pursued. Because of the experience of a few older and prominent research parks, new parks are expected to generate economic growth for their regions. New or old, most parks have close ties to universities, which join in such ventures to enhance their capabilities as centers of research, provide outlets for entrepreneurial faculty members, and increase job opportunities for graduate students. Too often, the authors say, the vision of "incubating" economic growth in a gardenlike preserve of research and development has failed because of poor planning, lack of firm leadership, and bad luck. Although the longest-lasting parks have met their original goals, the newer ones have enjoyed at best only slight success. Luger and Goldstein conclude that the older facilities have captured much of the market for concentrations of research and development firms, and they discuss alternative strategies that could achieve some of the same goals as research parks, but in a less costly way. Many of these alternatives continue to include a role for universities, and Luger and Goldstein shed fresh light on the linkage between higher education and the use of knowledge for profit.
