This book analyses regional interventions in African conflict spaces by engaging with political discourse theory. Interventions are a performance of agency, but what happens if interventions are performed by forces that scholars have hardly ever considered as relevant agents in this regard? Based on a study of regional politics towards the crises in Burundi and Zimbabwe, the book analyses how these interventions shaped and changed the emerging regional interveners. The book engages political discourse theory, proposing an understanding of intervention as a field, in which multiple and heterogeneous interpretations of the violence, the crisis, and the future post-conflict order ‘meet'. It is not hard to imagine that this encounter is not harmonious per se but full of frictions. By making use of political discourse theory as a grammar for studying the complexity of an intervention, the focus is directed to the emerging subjectivities of regional interveners. This enables a view of regional interventions that neither reduces their subjectivity to universalist categories associated with 'liberal peace' nor overenthusiastically embraces them as the solution to all problems. This book will be of interest to students of international intervention, discourse theory, African politics, war and conflict studies, security studies and IR.
China's rise to global power status in recent decades has been accompanied by deepening economic relationships with Africa, with the New Silk Road's extension to Sub-Saharan Africa as the latest step, leading to much academic debate about the influence of Chinese business in the continent. However, China's engagement with African states at the political and diplomatic level has received less attention in the literature. This book investigates the impact of Chinese policies on African politics, asking how China deals with political instability in Africa and in turn how Africans perceive China to be helping or hindering political stability. While China officially operates with a foreign policy strategy which conceives of Africa as one integrated monolithic area (with the Forum on China-Africa Cooperation (FOCAC) the flagship of inter-continental cooperation), this book highlights the plurality of context-specific interaction patterns between China and African elites, demonstrating how China's role and relevance has differently evolved according to whether African countries are resource-rich and geostrategically important from the Chinese perspective or not. By looking comparatively at a range of different country cases, the book aims to promote a more thorough understanding of how China reacts to political stability and instability, and in which ways the country contributes to domestic political dynamics and stability within African states. This book explores France’s African intervention policy and related legitimation strategies through the United Nations, the European Union, and various ad hoc multilateral frameworks. France’s enduring ability to project military power on the African continent and influence political events there has been central to its self-perception as a major power. However, since the end of the cold war, France’s paternalistic interference has been increasingly questioned, not least by African audiences. This has produced a gradual and somewhat reluctant turn to multilateralism on the part of French leaders. Drawing on in-depth case studies of recent French intervention policy, this edited volume critically assesses France’s efforts to reassure critics by securing multilateral endorsements; share burdens and liabilities through collective implementation; and re-affirm its status as a major power by spearheading complex missions. The chapters in this book were originally published as a special issue of the Journal of Strategic Studies.

The end of the Cold War has been characterized by a wave of violent civil wars that have produced unprecedented humanitarian catastrophe and suffering. Although mostly intra-state, these conflicts have spread across borders and threatened international peace and security. One of the worst affected regions is West Africa which has been home to some of Africa's most brutal and intractable conflicts for more than a decade. This volume locates the peacekeeping operations of the Economic Community of West African States (ECOWAS) within an expanded post-Cold War conceptualization of humanitarian intervention. It examines the organization's capacity to protect civilians at risk in civil conflicts and to facilitate the processes of peacemaking and post-war peace-building. Taking the empirical case of ECOWAS, the book looks at the challenges posed by complex political emergencies (CPEs) to humanitarian intervention and traces the evolution of ECOWAS from an economic integration project to a security organization, examining the challenges inherent in such a transition.

Since independence, the West African sub-region has been an arena for a number of large-scale conflicts and civil wars, as well as simmering and low-intensity uprisings. Contrary to perceptions, West Africa in its post-independence history has experienced fewer conflict events and fatalities from conflict than the other sub-regions on the continent. The turn of the millennium has witnessed the recession of large-scale and conventional conflict, and it has ushered in new and emerging threats. The specters of religious extremism, maritime piracy, and narcotics trafficking threaten to undermine some of the progress achieved in recent years. The Challenge of Stability and Security in West Africa critically examines the key drivers of conflict and violence, and the way in which they impact the countries of the sub-region. This study by Larry J. Woods and Colonel Timothy R. Reese analyzes the massive turmoil afflicting the nation of Sierra Leone, 1995-2002, and the efforts by a variety of outside forces to bring lasting stability to that small country. The taxonomy of intervention ranged from private mercenary armies, through the Economic Community of West African States, to the United Nations and the United Kingdom. In every case, those who intervened encountered a common set of difficulties that had to be overcome. Unsurprisingly, they also discovered challenges unique to their own organizations and political circumstances. This cogent analysis of recent interventions in Sierra Leone represents a cautionary tale that political leaders and military planners contemplating intervention in Africa ignore at their peril. The concern of this book is with military rulers as political actors in contemporary Africa. Much of Africa has been under military rule during the quarter century since a majority of the countries attained their political independence. Yet studies of military rule have focused on when and how to predict the occurrence of military rule and on distinguishing between military and civilian rule. The concern of the contributors to this volume, by contrast, is the political behavior of officers once in power: how they have ruled; what has been the significance of military rule on the character of political systems in the affected countries; and how problems of regime succession have been addressed by military rulers.--Preface.
