As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

This book studies recent attempts to restructure maritime security sectors through capacity building. It innovates both theoretically and empirically. It proposes a new framework for understanding maritime capacity building, drawing on work in peacebuilding and security sector reform. The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. The lessons and best practices from the region have importance consequences for addressing maritime security across the globe.
This book brings to fruition the research done during the CEA-ISCTE project ‘’Monitoring Conflicts in the Horn of Africa’’, reference PTDC/AFR/100460/2008. The Portuguese Foundation for Science and Technology (FCT) provided funding for this project. The chapters are based on first-hand data collected through fieldwork in the region’s countries between 4 January 2010 and 3 June 2013. The project’s team members and consultants debated their final research findings in a one-day Conference at ISCTE-IUL on 29 April 2013. The twenty-first century has seen a sharp rise in privatization of the military, especially of logistics and security functions during the U.S.-led wars in Iraq and Afghanistan. The outbreak of Somali piracy that started in 2008 has prompted a similar revolution in maritime security. Private security companies began operating armed escort vessels to protect merchant shipping against pirates off the Horn of Africa. Private Anti-Piracy Navies is intended to provide a contextualized understanding of the historical origins, current state, and future prospects of this fast-changing sector. Centuries ago, the British East India Company used a private navy against piracy in the same waters with much success. Yet since then, international law has evolved to more tightly regulate the use of force by civilians, and to afford greater protections to suspected pirates. Thus, the development of what are in effect private warships has presented numerous legal and regulatory problems. How can the companies that operate these vessels be effectively licensed? Under what circumstances should they be allowed to use lethal force? This book explains how regulators in industry and government have attempted to answer such questions, and highlights the remaining areas of uncertainty. It also addresses the economic factors that drive the struggle between pirates and anti-piracy forces. Of equal concern are operational considerations such as defensive tactics, logistics, and rules of engagement. Security companies must carefully balance rights concerns against the need to defend ships effectively. Partly due to the contribution of private security, piracy in the Indian Ocean has dropped significantly over the past two years, leading to widespread overconfidence. Governments under severe budget pressure may withdraw their naval task forces from the region prematurely, leading to a resurgence of Somali piracy. At the same time, pirates are wreaking havoc in the Gulf of Guinea off West Africa. The book concludes with an assessment of private naval forces’ prospects in these conflicts over the short term, as well as the implications for wider naval privatization in the long run.

This report takes an in-depth look at how the global drug trade has turned the West African nation into a crossroads of instability. Over the past decade, interdiction efforts in the Americas coupled with strong market forces in Europe have resulted in a growing transit of cocaine and other narcotics from Latin America across the Atlantic to West Africa and then into Europe. The report identifies three inter-woven trends that have contributed significantly to Guinea-Bissau's crises: First, a significant deterioration in civil-military relations over the last decade has led to increased political meddling by military officers, fragmentation within the security forces, and a sharp decline in military professionalism, according to the report. Second, a disproportionate concentration of power residing in the presidency has led to intense and oftentimes unproductive competition for control over the Office of the President. Finally, the rise of the narcotics trade in Guinea-Bissau has exacerbated many of the country's governance problems. "[T]he drug trade has amplified the level of instability in the country and refutes the common assumption that transshipment of drugs has a benign effect on the transited country." These events have directly contributed to instability in Senegal, Guinea, Liberia, Mali, Mauritania, Nigeria, and elsewhere in Africa. Meanwhile, emerging ethnic tensions, especially within the military, have complicated the country's cycle of crises.
