The paths of African states have diverged markedly since the termination of colonial rule. Ghana’s Foreign Policy: Kwame Nkrumah’s Normative Legacy and Pan-Africanism examines Ghana’s foreign policy in the post-independence era, focusing on the enduring legacy of Kwame Nkrumah. This book also analyzes the complexity of post-independence foreign policy decision making and the influence of the post-colonial narrative during the Cold War. In this study, Charles Asante argues that the significance and continuity of Nkrumah’s legacy is often attributed to his pan-Africanist leadership on the African continent, fervently articulating an independent African foreign policy. Leaders like Nkrumah, considered themselves as the redeemers of Africa’s political and economic vulnerability from its colonial experiences. Asante finds that, in contrast to the positive experience associated with his independence movement for Ghana, Nkrumah could not build the same kind of vision, engagement, and networks among other African nationalist leaders necessary for successful promotion of a Pan-African region. Despite Nkrumah’s own foreign policy failures in the Congo, the United States of Africa project, and his sudden overthrow in 1966, Nkrumah’s Pan-African vision is still promoted as an important foreign policy objective by Ghana’s politicians, public servants, military, and academics.

Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

This book explores, at a time when several powers have become serious players on the continent, aspects of African agency, past and present, by African writers on foreign policy, representative of geography, language and state size. In the past, African foreign policy has largely been considered within the context of reactions to the international or global “external factor”. This groundbreaking book, however, looks at how foreign policy has been crafted and used in response not just to external, but also, mainly, domestic imperatives or (theoretical) signifiers. As such, it narrates individual and changing foreign policy orientations over time—and as far back as independence—with mainly African-based scholars who present their own constructs of what is a useful theoretical narrative regarding foreign policy on the continent—how theory is adapted to local circumstance or substituted for continentally based ontologies. The book therefore contends that the African experience carries valuable import for expanding general understandings of foreign policy in general. Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.
Both political economy and foreign policy have been transformed in the sixteen states of West Africa at the start of the 1990s because of interrelated external factors (end of the Cold War and start of a New International Division of Labour) and internal factors (national structural adjustment programmes).
