Global refugee numbers are at their highest levels since the end of World War II, but the system in place to deal with them, based upon a humanitarian list of imagined "basic needs," has changed little. In Refuge, Paul Collier and Alexander Betts argue that the system fails to provide a comprehensive solution to the fundamental problem, which is how to reintegrate displaced people into society. Western countries deliver food, clothing, and shelter to refugee camps, but these sites, usually located in remote border locations, can make things worse. The numbers are stark: the average length of stay in a refugee camp worldwide is 17 years. Into this situation comes the Syria crisis, which has dislocated countless families, bringing them to face an impossible choice: huddle in dangerous urban desolation, rot in dilapidated camps, or flee across the Mediterranean to increasingly unwelcoming governments. Refuge seeks to restore moral purpose and clarity to refugee policy. Rather than assuming indefinite dependency, Collier-author of The Bottom Billion-and his Oxford colleague Betts propose a humanitarian approach integrated with a new economic agenda that begins with jobs, restores autonomy, and rebuilds people's ability to help themselves and their societies. Timely and urgent, the book goes beyond decrying scenes of desperation to declare what so many people, policymakers and public alike, are anxious to hear: that a long-term solution really is within reach.
How does one explain America's failure to take bold action to resist the Nazi persecution and murder of European Jews? In contrast to recent writers who place the blame on anti-Semitism in American society at large and within the Roosevelt administration in particular, Richard Breitman and Alan M. Kraut seek the answer in a detailed analysis of American political realities and bureaucratic processes. Drawing on exhaustive archival research, the authors describe and analyze American immigration policy as well as rescue and relief efforts directed toward European Jewry between 1933 and 1945. They contend that U.S. policy was the product of preexisting restrictive immigration laws; an entrenched State Department bureaucracy committed to a narrow defense of American interests; public opposition to any increase in immigration; and the reluctance of Franklin D. Roosevelt to accept the political risks of humanitarian measures to benefit the European Jews. The authors find that the bureaucrats who made and implemented refugee policy were motivated by institutional priorities and reluctance to take risks, rather than by moral or humanitarian concerns.
Why do similar postcommunist states respond differently to refugees? Why do some states privilege certain refugee groups, while other states do not? This book presents a theory to account for this puzzle, and it centers on the role of the politics of nation-building and of the office of the UN High Commissioner for Refugees (UNHCR). A key finding of the book is that when the boundaries of a nation are contested (and thus there is no consensus on which group should receive preferential treatment in state policies), a political space for a receptive and nondiscriminatory refugee policy opens up. This book fills a significant lacuna in our understanding of the refugee crisis by analyzing the dynamics that lie behind fifteen years of asylum policies in the European Union. It sheds light on why cooperation has led to reinforced refugee protection on paper but has failed to provide it in practice. Offering innovative empirical, theoretical and methodological research on this crucial topic, it argues that the different asylum systems and priorities of the various Member States explain the EU's lack of initiative in responding to this humanitarian emergency. The author demonstrates that the strong regulators of North-Western Europe have used their powerful bargaining positions to shape EU asylum policies decisively, which has allowed them to impose their will on Member States in South-Eastern Europe.
