This book was written in the context of new and innovative policies for customs and tax administration reform. Eight chapters describe how measurement and various quantification techniques may be used to fight against corruption, improve cross-border celerity, boost revenue collection, and optimize the use of public resources. More than presenting “best practices” and due to the association of academics and practitioners, the case studies explore the conditions under which measurement has been introduced and the effects on the administrative structure, and its relations with the political authority and the users. By analyzing the introduction of measurement to counter corruption and improve revenue collection in Cameroon, two chapters describe to which extent the professional culture has changed and what effects have been noted or not on the public accountability of fiscal administrations. Two other chapters present experiments of uses of quantification to develop risk analysis in Cameroon and Senegal. By using mirror analysis on the one hand and data mining on the other hand, these two examples highlight the importance of automated customs clearance systems which collect daily extensive data on users, commodities flows and officials. One chapter develops the idea of measuring smuggling to improve the use of human and material resources in Algeria and nurture the questioning on the adaptation of a legal framework to the social context of populations living near borders. Finally, two examples of measurement policies, in France and in South Korea, enlighten the diversity of measurement, the specificities of developing countries and the convergences between developing and developed countries on common stakes such as trade facilitation and better use of public funds.
Looking closely at the recent reform efforts in San Diego, this book explores the full range of critical issues pertaining to urban school reform. Drawing on the systemic school reform initiative that was launched in San Diego in the 1990s, this book explores all layers of the school reform process - from leadership in the central office, to work with principals and teachers, to the impact on how teachers worked with students in the classroom. The authors draw on careful ethnographic research collected over the entire four years of the San Diego reforms, in order to identify, not only how teachers, principals and other district educators were shaped by the large-scale reforms, but also the ways in which the reform unfolded. In doing so, the book shows more broadly how actors throughout a school system can change the views of leaders and impact the larger reform process.

Beginning near the end of the nineteenth century, a generation of reformers set their sights on the growing Mexican community in Los Angeles. Experimenting with a variety of policies on health, housing, education, and labor, these reformersÑsettlement workers, educationalists, Americanizers, government officials, and employersÑattempted to transform the Mexican community with a variety of distinct and often competing agendas. In Race, Place, and Reform in Mexican Los Angeles, Stephanie Lewthwaite presents evidence from a myriad of sources that these varied agendas of reform consistently supported the creation of racial, ethnic, and cultural differences across Los Angeles. Reformers simultaneously promoted acculturation and racialization, creating a Òlandscape of differenceÓ that significantly shaped the place and status of Mexican immigrants and Mexican Americans from the Progressive era through the New Deal. The book journeys across the urban, suburban, and rural spaces of Greater Los Angeles as it moves through time and examines the ruralÐurban migration of Mexicans on both a local and a transnational scale. Is it time to give up on rehabilitating criminals? Record numbers of Americans are going to prison, and most of them will eventually return to society with a high chance of becoming repeat offenders. But a decision to abandon rehabilitation programs now would be premature warns Ann Chih Lin, who finds that little attention has been given to how these programs are actually implemented and why they tend to fail. In Reform in the Making, she not only supplies much-needed information on the process of program implementation but she also considers its social context, the daily realities faced by prison staff and inmates. By offering an in-depth look at common rehabilitation programs currently in operation--education, job training, and drug treatment--and examining how they are used or misused, Lin offers a practical approach to understanding their high failure rate and how the situation could be improved. Based on extensive observation and over 350 interviews with staff and prisoners in five medium-security male prisons, the book contrasts successfully implemented programs with subverted, abandoned, or neglected programs (those which staff reject or which do not teach prisoners anything useful). Lin explains that staff and prisoners have little patience with programs aimed at long-range goals when they must face the ongoing, immediate challenge of surviving prison life. Finding incentives to make both sides participate fully in rehabilitation is among the book's many contributions to improving prison policy.
