"Hurricane- and coastal-storm-related losses have increased substantially during the past century, largely due to increases in population and development in the most susceptible coastal areas. Climate change poses additional threats to coastal communities from sea level rise and possible increases in strength of the largest hurricanes. Several large cities in the United States have extensive assets at risk to coastal storms, along with countless smaller cities and developed areas. The devastation from Superstorm Sandy has heightened the nation's awareness of these vulnerabilities. What can we do to better prepare for and respond to the increasing risks of loss? Reducing Coastal Risk on the East and Gulf Coasts reviews the coastal risk-reduction strategies and levels of protection that have been used along the United States East and Gulf Coasts to reduce the impacts of coastal flooding associated with storm surges. This report evaluates their effectiveness in terms of economic return, protection of life safety, and minimization of environmental effects. According to this report, the vast majority of the funding for coastal risk-related issues is provided only after a disaster occurs. This report calls for the development of a national vision for coastal risk management that includes a long-term view, regional solutions, and recognition of the full array of economic, social, environmental, and life-safety benefits that come from risk reduction efforts. To support this vision, Reducing Coastal Risk states that a national coastal risk assessment is needed to identify those areas with the greatest risks that are high priorities for risk reduction efforts. The report discusses the implications of expanding the extent and levels of coastal storm surge protection in terms of operation and maintenance costs and the availability of resources. Reducing Coastal Risk recommends that benefit-cost analysis, constrained by acceptable risk criteria and other important environmental and social factors, be used as a framework for evaluating national investments in coastal risk reduction. More and more of the nation's vast coastlines are being filled with homes and vacation resorts. The U.S. Gulf Coast provides a valuable setting to study deeply connected natural and human interactions and feedbacks that have led to a complex, interconnected coastal system. The physical landscape in the region has changed significantly due to broad-scale, long-term processes such as coastal subsidence and river sediment deposition as well as short-term episodic events such as hurricanes. Modifications from human activities, including building levees and canals and constructing buildings and roads, have left their own imprint on the natural landscape. This coupled natural-human coastal system and the individual aspects within it (physical, ecological, and human) are under increased pressure from accelerating environmental stressors such as sea level rise, intensifying hurricanes, and continued population increase with its accompanying coastal development. Promoting the resilience and maintaining the habitability of the Gulf Coast into the future will need improved understanding of the coupled natural-human coastal system, as well as effective sharing of this understanding in support of decision-making and policies. Understanding the Long-term Evolution of the Coupled Natural-Human Coastal System presents a research agenda meant to enable a better understanding of the multiple and interconnected factors that influence long-term processes along the Gulf Coast. This report identifies scientific and technical gaps in understanding the interactions and feedbacks between human and natural processes, defines essential components of a research and development program in response to the identified gaps, and develops priorities for critical areas of research.

Natural disasters are having an increasing effect on the lives of people in the United States and throughout the world. Every decade, property damage caused by natural disasters and hazards doubles or triples in the United States. More than half of the U.S. population lives within 50 miles of a coast, and all Americans are at risk from such hazards as fires, earthquakes, floods, and wind. The year 2010 saw 950 natural catastrophes around the world-the second highest annual total ever-with overall losses estimated at $130 billion. The increasing impact of natural disasters and hazards points to increasing importance of resilience, the ability to prepare and plan for, absorb, recover from, or more successfully adapt to actual or potential adverse events, at the individual , local, state, national, and global levels. Assessing National Resilience to Hazards and Disasters reviews the effects of Hurricane Katrina and other natural and human-induced disasters on the Gulf Coast of Louisiana and Mississippi and to learn more about the resilience of those areas to future disasters. Topics explored in the workshop range from insurance, building codes, and critical infrastructure to private-sector issues, public health, nongovernmental organizations and governance. This workshop summary provides a rich foundation of information to help increase the nation's resilience through actionable recommendations and guidance on the best approaches to reduce adverse impacts from hazards and disasters.
Climate change is occurring, is caused largely by human activities, and poses significant risks for-and in many cases is already affecting-a broad range of human and natural systems. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.
This document describes the contents of a digital data base that may be used to identify coastlines along the US Gulf Coast at risk to sea-level rise. The data base integrates point, line, and polygon data for the US Gulf Coast into 0.25[degree] latitude by 0.25[degree] longitude grid cells and into 1:2,000,000 digitized line segments that can be used by raster or vector geographic information systems (GIS) as well as by non-GIS data base systems. Each coastal grid cell and line segment contains data on elevation, geology, geomorphology, sea-level trends, shoreline displacement (erosion/accretion), tidal ranges, and wave heights. To allow for the identification of coastlines at risk from sea-level rise, 7 of the 22 original data variables in this data base were classified by vulnerability and used to create 7 relative risk variables. These relative risk variables range in value from 1 to 5 and may be used to calculate a coastal vulnerability index for each grid cell and/or line segment. The data for these 29 variables (i.e., the 22 original variables and 7 risk variables) have been placed into the following data formats: (1) Gridded polygon data for the 22 original data variables. Data include elevation, geology, geomorphology, sea-level trends, shoreline displacement (erosion/accretion), tidal ranges, and wave heights. (2) Gridded polygon data for the seven classified risk variables. The risk variables are classified versions of: mean coastal elevation, geology, geomorphology, local subsidence trend, mean shoreline displacement, maximum tidal range, and maximum significant wave height. (3) 1:2,000,000 line segment data containing the 29 data variables (the 22 original data variables and the seven classified risk variables). (4) Supplemental point data for the stations used in calculating the sea-level trend and tidal range data sets. (5) Supplemental line segment data containing a 1:2,000,000 digitized coastline of the US Gulf Coast as defined by this document.
