In the decades following World War II, professional city planners in Detroit made a concerted effort to halt the city's physical and economic decline. Their successes included an award-winning master plan, a number of laudable redevelopment projects, and exemplary planning leadership in the city and the nation. Yet despite their efforts, Detroit was rapidly transforming into a notorious symbol of urban decay. In Redevelopment and Race: Planning a Finer City in Postwar Detroit, June Manning Thomas takes a look at what went wrong, demonstrating how and why government programs were ineffective and even destructive to community needs. In confronting issues like housing shortages, blight in older areas, and changing economic conditions, Detroit's city planners worked during the urban renewal era without much consideration for low-income and African American residents, and their efforts to stabilize racially mixed neighborhoods faltered as well. Steady declines in industrial prowess and the constant decentralization of white residents counteracted planners' efforts to rebuild the city. Among the issues Thomas discusses in this volume are the harmful impacts of Detroit's highways, the mixed record of urban renewal projects like Lafayette Park, the effects of the 1967 riots on Detroit's ability to plan, the city-building strategies of Coleman Young (the city's first black mayor) and his mayoral successors, and the evolution of Detroit's federally designated Empowerment Zone. Examining the city she knew first as an undergraduate student at Michigan State University and later as a scholar and planner, Thomas ultimately argues for a different approach to traditional planning that places social justice, equity, and community ahead of purely physical and economic objectives. Redevelopment and Race was originally published in 1997 and was given the Paul Davidoff Award from the Association of Collegiate Schools of Planning in 1999. Students and teachers of urban planning will be grateful for this re-release. A new postscript offers insights into changes since 1997.

Joseph A. Rodriguez critically examines the urban design and revitalization initiatives undertaken by both the government and the people of Milwaukee, Wisconsin. In the 1990s, New Urbanists followed a city tradition of using urban design to solve problems while seeking to elevate the city’s national reputation and status. Chicago is celebrated for its rich diversity, but, even more than most US cities, it is also plagued by segregation and extreme inequality. More than ever, Chicago is a “dual city,” a condition taken for granted by many residents. For much of the twentieth century, a key goal for civic leaders was the total elimination of slums and blight. Clarifying the historical connections between the African-American population in the United States and the urban planning profession, this book suggests means by which cooperation and justice may be increased. Two of the most celebrated black neighborhoods in the United States—Harlem in New York City and Bronzeville in Chicago—were once plagued by crime, drugs, and abject poverty. But now both have transformed into increasingly trendy and desirable neighborhoods with old buildings being rehabbed, new luxury condos being built, and banks opening branches in areas that were once redlined. In The New Urban Renewal, Derek S. Hyra offers an illuminating exploration of the complicated web of factors—local, national, and global—driving the remarkable revitalization of these two iconic black communities. How did these formerly notorious ghettos become dotted with expensive restaurants, health spas, and chic boutiques? And, given that urban renewal in the past often meant displacing African Americans, how have both neighborhoods remained black enclaves? On March 1, 1966, the voters of Tucson approved the Pueblo Center Redevelopment Project—Arizona’s first major urban renewal project—which targeted the most densely populated eighty acres in the state. For close to one hundred years, tucsonenses had created their own spatial reality in the historical, predominantly Mexican American heart of the city, an area most called “la calle.” Here, amid small retail and service shops, restaurants, and entertainment venues, they openly lived and celebrated their culture. To make way for the Pueblo Center’s new buildings, city officials proceeded to displace la calle’s residents and to demolish their ethnically diverse neighborhoods, which, contends Lydia Otero, challenged the spatial and cultural assumptions of postwar modernity, suburbia, and urban planning. Otero examines conflicting claims to urban space, place, and history as advanced by two opposing historic preservationist groups: the La Placita Committee and the Tucson Heritage Foundation. She gives voice to those who lived in, experienced, or remembered this contested area, and analyzes the historical narratives promoted by Anglo American elites in the service of tourism and cultural dominance. La Calle explores the forces behind the mass displacement: an unrelenting desire for order, a local economy increasingly dependent on tourism, and the pivotal power of federal housing policies. To understand how urban renewal resulted in the spatial reconfiguration of downtown Tucson, Otero draws on scholarship from a wide range of disciplines: Chicana/o, ethnic, and cultural studies; urban history, sociology, and anthropology; city planning; and cultural and feminist geography.
