An environmental impact assessment for the Red River Waterway Project and recommendations for fish and wildlife conservation.
The Red River Waterway (RRWW) project area is a region specialized in agriculture, mining, small industry, and local-serving businesses. the alluvial valley is characterized by meander belt deposits and lakes related to river migration. The dominant topographic highs are the natural and artificial levees; the lows are the backwater areas and filled-in channels. The present Red River is characterized by a meandering water course and is a threat to agricultural lands adjacent to the channel. In this supplement, impacts of providing navigation via five locks and dams, and bank stabilization from the confluence of the Red, Atchafalaya, and Mississippi Rivers at the Old River control channel to Shreveport, Louisiana, are reevaluated. Investigations since submission of Final Supplement I to the RRWW Environmental Impact Statement to the Council on Environmental Quality have revealed that impacts, in general, would be greater than originally anticipated. The B-3 Modified (B-3M) Alternative with a 145-foot pool elevation in Pool No. 5 was the selected plan that was analyzed in Supplement I. This supplement presents the results of a restudy to further evaluate project alternatives, based on a comparative analysis of the B-3M and B-1 Alternatives, using three different pool elevations in Pool No. 5 for each alternative.
