This paper documents the downward trend in the labor share of global income since the early 1990s, as well as its heterogeneous evolution across countries, industries and worker skill groups, using a newly assembled dataset, and analyzes the drivers behind it. Technological progress, along with varying exposure to routine occupations, explains about half the overall decline in advanced economies, with a larger negative impact on middle-skilled workers. In emerging markets, the labor share evolution is explained predominantly by global integration, particularly the expansion of global value chains that contributed to raising the overall capital intensity in production.
In developing countries, labour markets play a central role in determining economic and social progress since employment status is one of the key determinants of exiting poverty and promoting inclusion. Yet the reality in most developing countries is that the labour market fails to create the jobs in the formal economy that would help individuals and their families prosper. In recognition of these challenges, governments and other stakeholders in developing countries have increasingly prioritised policies and programmes to promote decent work. However, this requires navigating a range of complex issues and debates surrounding the linkages between development processes and labour market outcomes. Each chapter of Section I deals with a different theoretical development of the basic labour market model of utility maximising labour supply and the marginal productivity theory of labour demand. In addition, the authors discuss in depth uncharted territory including the analysis of uncertainty and discrimination in labour markets and advances in human capital theory, in each case covering the implications both for equity and the efficient allocation of resources. Each chapter of Section II analyses an important economic problem - for instance wage determination, unemployment and inflation - using the theoretical insights derived from Section I. The contributions of different theoretical developments are assessed by reference to the current state of empirical research into labour market problems.
