African scholarship concerning the nexus between institutions and development is still dominated by the economic perspective of development despite the emergence of the humanistic perspective of development. The humanistic perspective is a more embracing, encompassing, and comprehensive view of development than its economic counterpart and offers a better explanation of the African situation. It is essential to examine the relationships between democratic political institutions and human development. This collection examines democratic institutions and processes in post-independence Africa. The contributors examine the political institutional processes in post-colonial Africa, evaluating the workings of institutions such as education, bureaucracy, interest groups, trade unions, and problems of enforcements in Africa. It also discusses the relevance of creative arts for political socialization as well as the role effects of privatization on service delivery in contemporary African societies.
The 2024 AATM investigates critical issues related to African agricultural trade. As in previous editions of the report, we have developed a database that corrects discrepancies in trade flow values, as reported by importing and exporting countries, as the basis for analyzing Africa’s international, domestic, and regional economic community (REC) trade. Given the pressing need to address climate change and curb greenhouse gas emissions, this year’s AATM takes an in-depth look at the relationship between climate change, water use, and emissions and African agricultural trade.
This book presents conceptual and empirical discussions of adaptation to climate change/variability in West Africa. Highlighting different countries’ experiences in adaptation by different socio-economic groups and efforts at building their adaptive capacity, it offers readers a holistic understanding of adaptation on the basis of contextual and generic sources of adaptive capacity. Focusing on adaptation to climate change/variability is critical because the developmental challenges West Africa faces are increasingly intertwined with its climate history. Today, climate change is a major developmental issue for agrarian rural communities with high percentages of the population earning a living directly or indirectly from the natural environment. This makes them highly vulnerable to climate-driven ecological change, in addition to threats in the broader political economic context. It is imperative that rural people adapt to climate change, but their ability to successfully do so may be limited by competing risks and vulnerabilities. As such, elucidating those vulnerabilities and sources of strength with regard to the adaptive capacities needed to support successful adaptation and avoid maladaptation is critical for future policy formulation. Though the empirical discussion is geographically based on West Africa, its applicability in terms of the processes, structures, needs, strategies, and recommendations for policy transcends the region and provides useful lessons for understanding adaptation broadly in the developing world.
This book discusses the phenomenon of regional integration in Africa and the ensuing discourse on the intercontinental free trade agreement within the continent. Long before the move for the facilitation of free trade in Africa, freedom of movement by Africans within Africa backed up by the AU Protocol on free movement of persons has been in existence and in one way or the other both moves are closely related. The book explores the existing relationships between the ECOWAS Protocol on free movement, goods and services and AfCFTA on one hand and the impact of the implementation and non-implementation of these policies on West Africa on the other hand.

This book offers an in-depth analyses of value chain policies, past and present in West Africa. The book contains a large number of in-depth case studies of food value chains in particular countries, including traditional export commodities (cocoa, cotton), high value exports (mangoes, horticulture) and the most important staple food value chains (oil palm, rice, maize, sorghum and millet and cassava) in the region. It also contains a large number of private and public initiatives, and thematic analyses relating to the role of the private agro-industry and producer organizations and their role as market agents.
Irrigation is increasingly promoted in Africa south of the Sahara, but the benefit streams of small-scale irrigation in Mali remain largely unknown. This study collected detailed quantitative data of irrigators and non-irrigators in two regions of Mali: Mopti, which is in the Sahelian zone, and Sikasso, the southernmost region of the country, which receives more rainfall. Econometric results show that the irrigation suitability, female household headship, proximity to markets and market participation increase the propensity to irrigate. The results suggest that small-scale irrigation investments have the potential to benefit women farmers directly. We used Two-Stage Weighted treatment effects multivariate regression to identify the impact of irrigation on selected outcomes. The impact assessment results show that crop income and diversification, market participation, employment, and dietary quality were substantially higher in irrigated farms compared to non-irrigated farms. Likewise, irrigating households had higher food security and higher dietary diversity. The results show that irrigation is a key entry point for combatting climate variability and change. However, the low adoption levels of improved water-lifting technologies are a major challenge. Limited promotion of solar and motorized pumps has contributed to the low adoption of these improved water-lifting technologies. A less profitable option, lifting water with a rope-and-bucket system, remains the most common water-lifting technology in the study areas. We find that investing in effective advisory services that target agricultural water management could increase uptake of more profitable irrigation technologies.
