Re-visioning Indian Cities probes the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) right from its inception to its present-day avatar. The book significantly adds to the knowledge base on the urban history of India. Commencing with a historical background of the JNNURM, the book traces the evolution of public policy in India on urban growth. In the process it provides an understanding of the complex urban issues and examines whether the JNNURM is a project response or a policy response to these problems.
India’s urban transition has, of late, acquired multiple narratives. It is said to be rapid, moderate, slow, messy, and hidden. What underpins such multiple narratives is the central theme of the study, State of the Cities: India. Making use of an analytical framework that permits an examination of the shifts in the pace and pattern of India’s urbanisation over a period of time, this study takes an in-depth look at the evidence on three of its key dimensions: the demographics, the economy, and the status of infrastructure and the environment. Some of the key questions that this study seeks responses to are: Is India’s in the post-libarlisation period any different? Does it show the effect of the changes in the macroeconomic parameters of the post-1991 period? Is it more or less productive and inclusive and environmentally secure? Is it spatially more equal or unequal? Does it in any way signal an inflection point in India's urban transition? Drawing from the analysis of the evidence comparable over time, the study spotlights several interesting questions: what would, for example, explain the acceleration in the pace of urbanisation under conditions of low economic growth and its moderation under conditions of high economic growth? What factors would explain a fall in the rate of growth in the urban share of gross domestic product (GDP) at such a low level of urbanisation, especially the GDP accruing from the manufacturing sector? This study makes a strong case for evidence-based assessment of India’s urban transition, rather than to continue to commit, as many of us do, to the long-held, but specious narrative that India is in the midst of rapid urbanisation.

This book critically analyses the existing condition of cities in developing countries with special reference to planning and infrastructure networks in India. This book presents a systematic analysis of the differential implementation of the urban reforms in two Indian cities, Ahmedabad and Kanpur. It analyses the enactment of the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched in 2005 by the Indian government, which aimed to spatially reorient cities into market-friendly places across 65 cities but finished with only modest success. The volume discusses the specificities of urban governance systems, colonial municipal histories and nationalist struggle in relation to urban planning and policy reforms to showcase how policies insensitive to these are likely to fail. It identifies historically constituted municipal capacity – located in the municipal organisation at the city level – as the key determinant of divergent trajectories of the spatial changes. The analysis demonstrates that in Ahmedabad the politics of the city was historically oriented towards peoples’ relationship with their spaces, enabling a coherent municipal organisation. In the case of Kanpur, however, the local politics evolved in a way that the urban question remained unresolved, which resulted in a fragmented municipal organisation. This variation in the architectures of municipal organisations in the two cities resulted in different levels of municipal capacities at the time of the inauguration of the JNNURM. Through the analysis of Indian metropolises, this volume critiques the reality of “entrepreneurial governance” that has emerged as a major urban development practice in cities of the global south. In neoliberal India, the use of management rhetoric in urban development has rapidly led to the growth of urban/peri-urban structures and spaces that are supposedly “smart” and “entrepreneurial”, which are networked within global systems of production, finance, technology/ telecommunication, culture and politics. Through diverse empirical evidence from India, particularly from the metropolises of New Delhi, Mumbai, Bengaluru and Chennai, this volume focuses on the fallout of the deployment of “entrepreneurial governance” practices at national, state and local levels. Foremost, it explores the impact of specific institutional and organizational reorientations and changing urban spatial landscapes at the local level; secondly, it discusses the socio-economic implications of rollback of the state and involvement of non-state organizations in governance as part of urban entrepreneurialism; further, it discusses the regulation of urban development projects by local governments and the impact of "entrepreneurial governance" for citizens, often resulting in social exclusion and inequality. Finally, it explores the inherent contradictions within political and institutional landscapes that can be described as “entrepreneurial”.
