The workshop agreed that an international instrument on small-scale fisheries and a related programme would be important tools for securing sustainable small-scale fisheries. It recommended that a small-scale fisheries international instrument and assistance programme should be informed by human rights principles and existing instruments relevant to good governance and sustainable development, comprise the ecosystem approach to fisheries (EAF) as a guiding principle for resource management and development and incorporate disaster risk management (DRM) and climate change adaptation (CCA) as an integral part considering that DRM is a continuum process, before, during and after a disaster. The workshop recognized the value and worldwide acceptance of the Code of Conduct for Responsible Fisheries and strongly felt that a small-scale fisheries instrument should be closely aligned to the Code. The instrument should build on what already exists and use a similar language to the Code.
This edition of The State of World Fisheries and Aquaculture highlights the vital role of fisheries and aquaculture in both food and nutrition security as well as economic expansion. The sector remains a major supplier of high-quality animal protein and supports the livelihoods and well-being of more than ten percent of the world's population. International trade in fish has reached new peaks as overall production has continued to rise. Yet, as the document underlines, an array of problems--ranging from the need for more effective governance to that of ensuring environmental sustainability--threatens to undermine the sector's valuable contribution to alleviating hunger and reducing poverty. Aquaculture is developing, expanding and intensifying in almost all regions of the world, except in sub-Saharan Africa. Although the sector appears to be capable of meeting the gap between future demand and supply for aquatic food, there are many constraints and challenges which must be addressed in order to at least maintain the present level of per capita consumption at the global level. Key issues are the need for enhanced enforcement of regulation and better governance of the sector, as well as greater producer participation in the decision-making and regulation process. This publication examines past trends in aquaculture development as well as the current global status, drawing on a number of national and regional reviews.
"The document "Indicators for the sustainable development of finfish Mediterranean aquaculture: highlights from the InDAM Project" reports the activities carried out during the first year of the InDAM Project "Indicators for Sustainable Development of Aquaculture and Guidelines for their use in the Mediterranean", in support to the GFCM CAQ Working Group on Sustainability in Aquaculture (WGSA). The project focuses on the practical use of the indicators for sustainable aquaculture and their adaptation to the Mediterranean Region. The methodology applied for the identification of the preliminary list of indicators was based on the PCI (Principles, Criteria and Indicators) approach and took into consideration the main outcomes and achievements of the recent projects carried out in the Mediterranean on the identification of indicators for sustainable aquaculture. The document also reports the results of the workshop on the "Selection of indicators for the sustainable development of aquaculture in the Mediterranean Sea" (27-28 November 2008, Montpellier, France), the expert meeting on "Indicators for the sustainable development of aquaculture in the Mediterranean Sea" (24-26 February 2009, Montpellier, France) and the workshop on "Guidelines and application of indicators for sustainable development of aquaculture" (19-20 November 2009, Salammbô, Tunisia), with recommendations given by the WGSA. The two pilot studies on the selection and evaluation of the indicators for aquaculture sustainable development carried out in Mugla, Turkey, and Monastir, Tunisia, are described. Protected areas are at the base of the most national and international conservation strategies. Due to the many unpredictable elements in ecology matters, each protected area requires a case-specific set of guidelines but a common issue is how to cope with human interaction. The management of protected areas is replete with challenges and the only way to gain understanding and achieve greater management possibilities is to exchange experiences and knowledge. Environmental managers are aware of that and together with scientists are looking for more modern and better solutions, both with respect to natural resources and human interactions in many issues regarding nature protection. This publication presents reviews and research results on protected areas management, as well as 12 case studies derived from around the world with the aim of improving management effectiveness of the protected areas.
Ce document rend compte de l'atelier panafricain sur le renforcement des structures organisationnelles des acteurs non étatiques pour une pêche artisanale durable en Afrique qui s'est tenu à Kasane, au Botswana, du 10 au 12 juillet 2019. L'atelier a été organisé par WorldFish et la FAO en collaboration avec le Bureau interafricain des ressources animales de l'Union africaine (UA‐BIRA) et hébergé par la Communauté de développement de l'Afrique australe (CDAA). Dans le cadre de la mise en oeuvre des Directives volontaires visant à assurer la durabilité de la pêche artisanale dans le contexte de la sécurité alimentaire et de l'éradication de la pauvreté (Directives sur la pêche artisanale) et du Cadre politique et de la stratégie de réforme de la pêche et de l'aquaculture en Afrique de l'UA (PFRS ‐ 2014), l'atelier a visé à soutenir la participation d’artisans pêcheurs et des travailleurs de la pêche aux processus de prise de décision et de développement qui concernent leur vie et leurs moyens de subsistance. Les principaux objectifs étaient d'améliorer le fonctionnement des cinq plateformes sous‐régionales d'acteurs non étatiques (ANE) en Afrique; élaborer des stratégies et des recommandations pour la création d'une plateforme panafricaine des ANE; et de lier les processus mondiaux et régionaux et d'étudier comment la représentation régionale peut se refléter dans le mécanisme du Cadre stratégique mondial des Directives sur la pêche artisanale (SSF‐GSF), en particulier son Groupe consultatif.

Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. The authors ground their analysis in relevant theory while drawing out implications of their findings for policy and practice.
