Urban Management Program Series Paper 14. A recent evaluation of urban research in developing countries noted that scant data are available on the urban environment, as little research has been done on the topic. This first volume in a two-volume set describes the development of a three-step evaluation process whereby data are collected and analyzed to support the involvement of stakeholders, suggests future directions and improvements, and summarizes results from use of the approach in selected cities. This paper describes and illustrates a range of participatory strategies to assist urban managers in expanding the role and effectiveness of user participation in the provision and operation and maintenance of infrastructure. To demonstrate how participation has been effectively employed in various circumstances, numerous case studies are cited. This paper reviews efforts to improve the efficiency and responsiveness of urban services delivery in developing countries. It argues that failures in urban service delivery are not merely the result of a lack of technical knowledge on the part of local government staff, but also reflect constraints and perverse incentives confronting local personnel and their political leadership, and these, in turn, are often the inadverten result of problems in the relationship between central and local government. The report views the spread of decentralization as a potentially fortuitous phenomenon. The decentralization now occurring is not a carefully designed sequence of reforms aimed at improving the efficiency of public service delivery ; it appears to be a reluctant and disorderly series of concessions by central governments attempting to maintain political stability. Experience of the past decade confirms that the solution to infrastructure problems is not merely to expand capacity by making new investments. Much more systematic changes must be undertaken if service delivery is to attain the standards necessary to improve quality of life and allow economic output to expand more rapidly. This paper reviews the specific actions which municipalities and city governments may take in contributing to urban poverty reduction. It highlights examples of issues, options, and constraints which urban government have to address in grappling with poverty and focuses on municipalities and other city-level government entities as a critical institutional level on intervention, particularly in addressing issues relating to service delivery. This research paper describes the main results from the community of Angyalfold, in Budapest, Hungary. The research is concerned with the strategies adopted by the urban poor to reduce vulnerability and prevent impoverishment during periods of economic stress. This type of study assists policymakers in designing effective locally based solutions that ensure the poor are themselves active agents of growth, rather than passive recipients of compensatory measures. Three features distinguish this study from other poverty studies:a micro-level approach combining households and communities as the main units of analysis, an unusually long period of observation for some communities and households, and a comparative framework offering fours cases with very different economic development levels and institutional contexts. The study concludes with some priority recommendations for action:1) support households in their role as safety net; 2) alleviate constraints on women's labor supply; 3) ensure that social capital is not taken for granted; 4) develop social policy that integrates human capital and social capital; 5) pursue further research; and 6) develop tools and indicators to strengthen the assets of the poor.
