Young refugees and asylum seekers represent a group of displaced youth with specific needs and assets. Their situation urgently requires closer examination, and youth policies addressing their needs must be devised, taking into account their difficult past experiences and their often insecure or instable situation in host countries, including emotional, social and economic challenges. The aim of this report is to convey the main points of a training seminar organised in close co-operation with the UNHCR, Representation in Strasbourg, it brought together young forcibly displaced persons and other young people working in their favour. The organisers and participants of the seminar were driven by the strong conviction that all young people need to participate in building Europe, that social cohesion implies the inclusion of marginalised, minority youth and that nobody can talk about young refugees needs and assets better than young refugees themselves. This publication presents the most important ideas, reflections and recommendations formulated by the participants, it is a collection of testimonies and ideas from young people who have themselves experienced various situations, difficulties and successes as young refugees in Europe.

Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

The image we have of refugees is one of displacement – from their homes, families and countries – and yet, refugee settlement is increasingly becoming an experience of living simultaneously in places both proximate and distant, as people navigate and transcend international borders in numerous and novel ways. At the same time, border regimes remain central in defining the possibilities and constraints of meaningful settlement. This book examines the implications of ‘belonging’ in numerous places as increased mobilities and digital access create new global connectedness in uneven and unexpected ways. Belonging and Transnational Refugee Settlement positions refugee settlement as an ongoing transnational experience and identifies the importance of multiple belongings through several case studies based on original research in Australia and New Zealand, as well as at sites in the US, Canada and the UK. Demonstrating the interplay between everyday and extraordinary experiences and broadening the dominant refugee discourses, this book critiques the notion that meaningful settlement necessarily occurs in ‘local’ places. The author focuses on the extraordinary events of trauma and disasters alongside the everyday lives of refugees undertaking settlement, to provide a conceptual framework that embraces and honours the complexities of working with the ‘trauma story’ and identifies approaches to see beyond it. This book explores how participatory creative production can allow refugees to be recognized in emotional, legal and social ways. It also explains how decisions around participation in these forms of creative production can equally exclude refugee voices from the public sphere, inhibit recognition, and in fact lead to refugee misrecognition. Building on the concept of ‘performative refugeeness’, it considers how refugee voices are ambivalently enacted in alternative forms of media and considers the differences between the refugee voices expressed in and beyond them, in contexts surrounding their creation. Furthermore, it analyses the forms of refugee voices expressed in such creative projects, which encompass fiction, photography, video, audio, and/or drawing—in linear, as well as ‘messy’ and ‘interrupted’ ways—and assesses how promises of offering a voice might claim to have been fulfilled in such cases. The volume will be of great interest to scholars and researchers of migration and refugee studies, media and culture studies, performance studies and communication studies.
In The World Refugees Made, Pamela Ballinger explores Italy's remaking in light of the loss of a wide range of territorial possessions—colonies, protectorates, and provinces—in Africa and the Balkans, the repatriation of Italian nationals from those territories, and the integration of these "national refugees" into a country devastated by war and overwhelmed by foreign displaced persons from Eastern Europe. Post-World War II Italy served as an important laboratory, in which categories differentiating foreign refugees (who had crossed national boundaries) from national refugees (those who presumably did not) were debated, refined, and consolidated. Such distinctions resonated far beyond that particular historical moment, informing legal frameworks that remain in place today. Offering an alternative genealogy of the postwar international refugee regime, Ballinger focuses on the consequences of one of its key omissions: the ineligibility from international refugee status of those migrants who became classified as national refugees. The presence of displaced persons also posed the complex question of who belonged, culturally and legally, in an Italy that was territorially and politically reconfigured by decolonization. The process of demarcating types of refugees thus represented a critical moment for Italy, one that endorsed an ethnic conception of identity that citizenship laws made explicit. Such an understanding of identity remains salient, as Italians still invoke language and race as bases of belonging in the face of mass immigration and ongoing refugee emergencies. Ballinger's analysis of the postwar international refugee regime and Italian decolonization illuminates the study of human rights history, humanitarianism, postwar reconstruction, fascism and its aftermaths, and modern Italian history.
