In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
America is at war with itself over the right to vote, or, more precisely, over the question of who gets to exercise that right and under what circumstances. Conservatives speak in ominous tones of voter fraud so widespread that it threatens public trust in elected government. Progressives counter that fraud is rare and that calls for reforms such as voter ID are part of a campaign to shrink the electorate and exclude some citizens from the political life of the nation. North Carolina is a battleground for this debate, and its history can help us understand why--a century and a half after ratification of the Fifteenth Amendment--we remain a nation divided over the right to vote. In Fragile Democracy, James L. Leloudis and Robert R. Korstad tell the story of race and voting rights, from the end of the Civil War until the present day. They show that battles over the franchise have played out through cycles of emancipatory politics and conservative retrenchment. When race has been used as an instrument of exclusion from political life, the result has been a society in which vast numbers of Americans are denied the elements of meaningful freedom: a good job, a good education, good health, and a good home. That history points to the need for a bold new vision of what democracy looks like.
The reigning consensus holds that the combination of free markets and democracy would transform the third world and sweep away the ethnic hatred and religious zealotry associated with underdevelopment. In this revelatory investigation of the true impact of globalization, Yale Law School professor Amy Chua explains why many developing countries are in fact consumed by ethnic violence after adopting free market democracy. Chua shows how in non-Western countries around the globe, free markets have concentrated starkly disproportionate wealth in the hands of a resented ethnic minority. These “market-dominant minorities” – Chinese in Southeast Asia, Croatians in the former Yugoslavia, whites in Latin America and South Africa, Indians in East Africa, Lebanese in West Africa, Jews in post-communist Russia – become objects of violent hatred. At the same time, democracy empowers the impoverished majority, unleashing ethnic demagoguery, confiscation, and sometimes genocidal revenge. She also argues that the United States has become the world’s most visible market-dominant minority, a fact that helps explain the rising tide of anti-Americanism around the world. Chua is a friend of globalization, but she urges us to find ways to spread its benefits and curb its most destructive aspects.
In the twentieth century, the United States ended some of its most flagrant inequalities. The "rights revolution" ended statutory prohibitions against women's suffrage and opened the doors of voting booths to African Americans. Yet a more insidious form of inequality has emerged since the 1970s—economic inequality—which appears to have stalled and, in some arenas, reversed progress toward realizing American ideals of democracy. In Inequality and American Democracy, editors Lawrence Jacobs and Theda Skocpol headline a distinguished group of political scientists in assessing whether rising economic inequality now threatens hard-won victories in the long struggle to achieve political equality in the United States. State takeovers of local governments have garnered national attention of late, particularly following the water crisis in Flint, Michigan. In most U.S. cities, local governments are responsible for decisions concerning matters such as the local water supply and school affairs. However, once a state takes over, this decision-making capability is shuttled. Despite the widespread attention that takeovers in Flint and Detroit have gained, we know little about how such takeovers--a policy option that has been in use since the 1980s--affect political power in local communities. By focusing on takeovers of local school districts, this book offers the first systematic study of state takeovers of local governments. Although many major U.S. cities have experienced state takeovers of their local school districts, we know little about the political causes and consequences of takeovers. Complicating this phenomenon are the justifications for state takeokers; while they are assumedly based on concerns with poor academic performance, questions of race and political power play a critical role in the takeover of local school districts. However, Domingo Morel brings clarity to these questions and limitations--he examines the factors that contribute to state takeovers as well as the effects and political implications of takeovers on racialized communities, the communities most often affected by them. Morel both lays out the conditions under which the policy will disempower or empower racial and ethnic minority populations, and expands our understanding of urban politics. Morel argues that state interventions are a part of the new normal for cities and offers a novel theoretical framework for understanding the presence of the state in America's urban areas. The book is built around an original study of nearly 1000 school districts, including every school district that has been taken over by their respective state, and a powerful case study of Newark, New Jersey.
Racial discrimination embodies inequality, exclusion, and injustice and as such has no place in a democratic society. And yet racial matters pervade nearly every aspect of American life, influencing where we live, what schools we attend, the friends we make, the votes we cast, the opportunities we enjoy, and even the television shows we watch. Joel Olson contends that, given the history of slavery and segregation in the United States, American citizenship is a form of racial privilege in which whites are equal to each other but superior to everyone else. In Olson's analysis we see how the tension in this equation produces a passive form of democracy that discourages extensive participation in politics because it treats citizenship as an identity to possess rather than as a source of empowerment. Olson traces this tension and its disenfranchising effects from the colonial era to our own, demonstrating how, after the civil rights movement, whiteness has become less a form of standing and more a norm that cements while advantages in the ordinary operations of modern society. To break this pattern, Olson suggests an "abolitionist-democratic" political theory that makes the fight against racial discrimination a prerequisite for expanding democratic participation.
