In June 1943, the city of Los Angeles was wrenched apart by the worst rioting it had seen to that point in the twentieth century. Incited by sensational newspaper stories and the growing public hysteria over allegations of widespread Mexican American juvenile crime, scores of American servicemen, joined by civilians and even police officers, roamed the streets of the city in search of young Mexican American men and boys wearing a distinctive style of dress called a Zoot Suit. Once found, the Zoot Suiters were stripped of their clothes, beaten, and left in the street. Over 600 Mexican American youths were arrested. The riots threw a harsh light upon the deteriorating relationship between the Los Angeles Mexican American community and the Los Angeles Police Department in the 1940s. In this study, Edward J. Escobar examines the history of the relationship between the Los Angeles Police Department and the Mexican American community from the turn of the century to the era of the Zoot Suit Riots. Escobar shows the changes in the way police viewed Mexican Americans, increasingly characterizing them as a criminal element, and the corresponding assumption on the part of Mexican Americans that the police were a threat to their community. The broader implications of this relationship are, as Escobar demonstrates, the significance of the role of the police in suppressing labor unrest, the growing connection between ideas about race and criminality, changing public perceptions about Mexican Americans, and the rise of Mexican American political activism.

This phrase reflects the current state of police-community relations in the United States. But, what lies on the other side of now? This Element examines this salient question in the context of excessive use of force and through the lenses of race, policing and public governance. We draw upon extant research and scholarship on representative bureaucracy, public engagement in the co-creation of public polices and the co-production of public services, and the emerging findings from studies in network science, coupled with insights from elite interviews, to offer implications for future research, the profession of policing, the public policymaking process, public management, and post-secondary institutions.
It’s a common complaint: the United States is overrun by rules and procedures that shackle professional judgment, have no valid purpose, and serve only to appease courts and lawyers. Charles R. Epp argues, however, that few Americans would want to return to an era without these legalistic policies, which in the 1970s helped bring recalcitrant bureaucracies into line with a growing national commitment to civil rights and individual dignity. Focusing on three disparate policy areas—workplace sexual harassment, playground safety, and police brutality in both the United States and the United Kingdom—Epp explains how activists and professionals used legal liability, lawsuit-generated publicity, and innovative managerial ideas to pursue the implementation of new rights. Together, these strategies resulted in frameworks designed to make institutions accountable through intricate rules, employee training, and managerial oversight. Ending the horrors of police violence requires addressing economic inequality In the wake of the mass protests following the police murder of George Floyd nearly every major consumer brand had proclaimed their commitments to antiracism, often with new ad campaigns to match their tweets. Very little in the way of police reform has been achieved. Still less was achieved around policies that might help the millions of black Americans living at or below the poverty line. Why has anti-racism been such a powerful source of mobilization but such a poor means of building political opposition capable of winning big reforms? This volume revisits a debate that transpired during Black Live Matter’s first wave. Writing against the grain of popular left sentiments, Johnson cautions against a new ethnic politics. Instead, he calls for broad-based left politics as the only viable means for ending the twin crises of racial inequality and police violence. Redistribution, public goods, and multi-ethnic working-class solidarity are the only viable response to the horrors of police violence and mass incarceration. It just so happens that fighting the conditions that make crime and violence inevitable is also the means by which we can build a working-class majority and a more equal and peaceful nation.
In sheer numbers, no form of government control comes close to the police stop. Each year, twelve percent of drivers in the United States are stopped by the police, and the figure is almost double among racial minorities. Police stops are among the most recognizable and frequently criticized incidences of racial profiling, but, while numerous studies have shown that minorities are pulled over at higher rates, none have examined how police stops have come to be both encouraged and institutionalized. Pulled Over deftly traces the strange history of the investigatory police stop, from its discredited beginning as “aggressive patrolling” to its current status as accepted institutional practice. Drawing on the richest study of police stops to date, the authors show that who is stopped and how they are treated convey powerful messages about citizenship and racial disparity in the United States. For African Americans, for instance, the experience of investigatory stops erodes the perceived legitimacy of police stops and of the police generally, leading to decreased trust in the police and less willingness to solicit police assistance or to self-censor in terms of clothing or where they drive. This holds true even when police are courteous and respectful throughout the encounters and follow seemingly colorblind institutional protocols. With a growing push in recent years to use local police in immigration efforts, Hispanics stand poised to share African Americans’ long experience of investigative stops. In a country that celebrates democracy and racial equality, investigatory stops have a profound and deleterious effect on African American and other minority communities that merits serious reconsideration. Pulled Over offers practical recommendations on how reforms can protect the rights of citizens and still effectively combat crime.
Dead Subjects is an impassioned call for scholars in critical race and ethnic studies to engage with Lacanian psychoanalytic theory. Antonio Viego argues that Lacanian theory has the potential to begin rectifying the deeply flawed way that ethnic and racialized subjects have been conceptualized in North America since the mid-twentieth century. Viego contends that the accounts of human subjectivity that dominate the humanities and social sciences and influence U.S. legal thought derive from American ego psychology. Examining ego psychology in the United States during its formative years following World War II, Viego shows how its distinctly American misinterpretation of Freudian theory was driven by a faith in the possibility of rendering the human subject whole, complete, and transparent. Viego traces how this theory of the subject gained traction in the United States, passing into most forms of North American psychology, law, civil rights discourse, ethnic studies, and the broader culture. Viego argues that the repeated themes of wholeness, completeness, and transparency with respect to ethnic and racialized subjectivity are fundamentally problematic as these themes ultimately lend themselves to the project of managing and controlling ethnic and racialized subjects by positing them as fully knowable, calculable sums: as dead subjects. He asserts that the refusal of critical race and ethnic studies scholars to read ethnic and racialized subjects in a Lacanian framework—as divided subjects, split in language—contributes to a racist discourse. Focusing on theoretical, historical, and literary work in Latino studies, he mines the implicit connection between Latino studies’ theory of the “border subject” and Lacan’s theory of the “barred subject” in language to argue that Latino studies is poised to craft a critical multiculturalist, anti-racist Lacanian account of subjectivity while adding historical texture and specificity to Lacanian theory.
Inaugurated in 1984, America's "War on Drugs" is just the most recent skirmish in a standoff between global drug trafficking and state power. From Britain's nineteenth-century Opium Wars in China to the activities of Colombia's drug cartels and their suppression by U.S.-backed military forces today, conflicts over narcotics have justified imperial expansion, global capitalism, and state violence, even as they have also fueled the movement of goods and labor around the world. In Drug Wars, cultural critic Curtis Marez examines two hundred years of writings, graphic works, films, and music that both demonize and celebrate the commerce in cocaine, marijuana, and opium, providing a bold interdisciplinary exploration of drugs in the popular imagination. Ranging from the writings of Sigmund Freud to pro-drug lord Mexican popular music, gangsta rap, and Brian De Palma's 1983 epic Scarface, Drug Wars moves from the representations and realities of the Opium Wars to the long history of drug and immigration enforcement on the U.S.-Mexican border, and to cocaine use and interdiction in South America, Middle Europe, and among American Indians. Throughout Marez juxtaposes official drug policy and propaganda with subversive images that challenge and sometimes even taunt government and legal efforts. As Marez shows, despite the state's best efforts to use the media to obscure the hypocrisies and failures of its drug policies-be they lurid descriptions of Chinese opium dens in the English popular press or Nancy Reagan's "Just Say No" campaign-marginalized groups have consistently opposed the expansion of state power that drug traffic has historically supported.
