Until now, queer theory has largely been silent about questions of race, especially when considered in an international context. Much postcolonial theory has been silent about questions regarding gender and sexuality. This special issue of Social Text explores the relations between race and queer sexuality by focusing on the politics of transgression in a transnational world. In the first section of this issue, Race and Queer Sexuality, international authors address topics ranging from Asian American queer identity and its relation to transnational and diasporic concerns to homophobia and its relationship to black nationalism in South Africa. Other subjects include, sexuality, race, and public space; lesbian pedagogy and the nation in Latin America; and an analysis of cross-race and cross-gender drag in the work of L.A. drag queen Vaginal Creme Davis. In the second section, The Politics of Transgression, contributors focus on transgression and its relationship to power and history. One essay explores Irish immigration in the U.S. and the Irish female body as a figure of transnational contagion and blood panic, while another focuses on Oscar Wilde, race, and queer sexuality. Other pieces include a meditation on British filmmaker and writer Derek Jarman's film, Blue. Race and Queer Sexuality confronts the limitations of prior work in queer theory while providing a starting point for discussion of race, queer sexuality, and the politics of transgression that will be part of queer theory of the future. This book puts forward a new epistemological framework for a theory of religion and gender’s role in the public sphere. It provides a sophisticated understanding of gender and its relation to religion as a primarily performative category of knowledge production, rooting that understanding in case studies from around the world. Gender and religion are examined alongside biopolitics and the influence of capitalism, neoliberalism and empire. The book analyses the interdependence of religion, gender and new nationalisms in the Palestinian territories, South Africa and the USA, scrutinising the biopolitical interferences of nation states and dominant political and religious institutions. It then moves on to uncover counter-discourses and spaces of activism and agency in contexts such as East Germany and the Occupy Wall Street movement. Using gender, queer and trans theory in tandem with postcolonial and post-secular perspectives, readers are shown a more nuanced understanding of critical contemporary questions related to religion, gender and sexuality. This book examines the queer implications of memory and nationhood in transcultural U.S. literature and culture. Through an analysis of art and photography responding to the U.S. domestic response to 9/11, Iraq war fiction, representations of Abu Ghraib and Guantánamo Bay, and migrant fiction in the twenty-first century, Christopher W. Clark creates a queer archive of transcultural U.S. texts as a way of destabilizing heteronormativity and thinking about productive spaces of queer world-building. Drawing on the fields of transcultural memory, queer studies, and transculturalism, this book raises important questions of queer bodies and subjecthood. Clark traces their legacies through texts by Sinan Antoon, Mohamedou Ould Slahi among others, alongside film and photography that includes artists such as Nina Berman and Hasan Elahi. In all, the book queers forms of cultural memory and national identity to uncover the traces of injury but also spaces of regeneration.

During 1995 and 1996, President Bill Clinton signed into law three bills that altered the rights and responsibilities of immigrants: the Antiterrorism and Effective Death Penalty Act, the Personal Responsibility Act, and the Illegal Immigration Reform and Immigrant Responsibility Act. Model Immigrants and Undesirable Aliens examines the changing debates around immigration that preceded and followed the passage of landmark legislation by the U.S. Congress in the mid-1990s, arguing that it represented a new, neoliberal way of thinking and talking about immigration. Christina Gerken explores the content and the social implications of the deliberations that surrounded the development and passage of immigration reform, analyzing a wide array of writings from congressional debates and committee reports to articles and human-interest stories in mainstream newspapers. The process, she shows, disguised its underlying racism by creating discursive strategies that shaped and upheld an image of “desirable” immigrants—those who could demonstrate “personal responsibility” and an ability to contribute to the U.S. economy. Gerken finds that politicians linked immigration to complex issues: poverty, welfare reform, so-called family values, measures designed to combat terrorism, and the spiraling costs of social welfare programs. Although immigrants were often at the center of congressional debates, politicians constructed an elaborate, abstract terminology that appeared to be unrelated to race or gender. Instead, politicians promoted neoliberal policies as the avenue to a postracist, postsexist world of opportunity for every rational consumer with an entrepreneurial spirit. Still, Gerken concludes that the passage of pathbreaking legislation was characterized by a useful tension between neoliberal assumptions and hidden anxieties about race, class, gender, and sexuality.
