This book comes at a time when the intrinsic and self-evident value of queer rights and protections, from gay marriage to hate crimes, is increasingly put in question. It assembles writings that explore the new queer vitalities within their wider context of structural violence and neglect. Moving between diverse geopolitical contexts – the US and the UK, Guatemala and Palestine, the Philippines, Iran and Israel – the chapters in this volume interrogate claims to queerness in the face(s) of death, both spectacular and everyday. Queer Necropolitics mobilises the concept of ‘necropolitics’ in order to illuminate everyday death worlds, from more expected sites such as war, torture or imperial invasion to the mundane and normalised violence of racism and gender normativity, the market, and the prison-industrial complex. Contributors here interrogate the distinction between valuable and pathological lives by attending to the symbiotic co-constitution of queer subjects folded into life, and queerly abjected racialised populations marked for death. Drawing on diverse yet complementary methodologies, including textual and visual analysis, ethnography and historiography, the authors argue that the distinction between ‘war’ and ‘peace’ dissolves in the face of the banality of death in the zones of abandonment that regularly accompany contemporary democratic regimes. The book will appeal to activist scholars and students from various social sciences and humanities, particularly those across the fields of law, cultural and media studies, gender, sexuality and intersectionality studies, race, and conflict studies, as well as those studying nationalism, colonialism, prisons and war. It should be read by all those trying to make sense of the contradictions inherent in regimes of rights, citizenship and diversity.
The concepts of biopolitics and necropolitics have increasingly gained scholarly attention, particularly in light of today’s urgent and troubling issues that mark some lives as more – or less – worthy than others, including the migration crisis, rise of populism on a global scale, homonationalist practices, and state-sanctioned targeting of gender, sexual, racial, and ethnic ‘others’. This book aims to nuance this conversation by emphasising feminist and queer investments and interventions and by adding the analytical lens of cosmopolitics to ongoing debates around life/living and death/dying in the current political climate. In this way, we move forward toward envisioning feminist and queer futures that rethink categories such as ‘human’ and ‘subjectivity’ based on classical modern premises. Informed by feminist/queer studies, postcolonial theory, cultural analysis, and critical posthumanism, Biopolitics, Necropolitics, Cosmopolitics engages with longstanding questions of biopolitics and necropolitics in an era of neoliberalism and late capitalism, but does so by urging for a more inclusive (and less violent) cosmopolitical framework. Taking account of these global dynamics that are shaped by asymmetrical power relations, this fruitful posthuman(ist) and post-/decolonial approach allows for visions of transformation of the matrix of in-/exclusion into feminist/queer futures that work towards planetary social justice. This book is a significant new contribution to feminist and queer philosophy and politics, and will be of interest to academics, researchers, and advanced students of gender studies, postcolonial studies, sociology, philosophy, politics, and law. In this pathbreaking work, Jasbir K. Puar argues that configurations of sexuality, race, gender, nation, class, and ethnicity are realigning in relation to contemporary forces of securitization, counterterrorism, and nationalism. She examines how liberal politics incorporate certain queer subjects into the fold of the nation-state, through developments including the legal recognition inherent in the overturning of anti-sodomy laws and the proliferation of more mainstream representation. These incorporations have shifted many queers from their construction as figures of death (via the AIDS epidemic) to subjects tied to ideas of life and productivity (gay marriage and reproductive kinship). Puar contends, however, that this tenuous inclusion of some queer subjects depends on the production of populations of Orientalized terrorist bodies. Heteronormative ideologies that the U.S. nation-state has long relied on are now accompanied by homonormative ideologies that replicate narrow racial, class, gender, and national ideals. These “homonationalisms” are deployed to distinguish upright “properly hetero,” and now “properly homo,” U.S. patriots from perversely sexualized and racialized terrorist look-a-likes—especially Sikhs, Muslims, and Arabs—who are cordoned off for detention and deportation. Puar combines transnational feminist and queer theory, Foucauldian biopolitics, Deleuzian philosophy, and technoscience criticism, and draws from an extraordinary range of sources, including governmental texts, legal decisions, films, television, ethnographic data, queer media, and activist organizing materials and manifestos. Looking at various cultural events and phenomena, she highlights troublesome links between terrorism and sexuality: in feminist and queer responses to the Abu Ghraib photographs, in the triumphal responses to the Supreme Court’s Lawrence decision repealing anti-sodomy laws, in the measures Sikh Americans and South Asian diasporic queers take to avoid being profiled as terrorists, and in what Puar argues is a growing Islamophobia within global queer organizing.

Three stereotypical figures have come to represent the 'war on terror' - the 'dangerous' Muslim man, the 'imperilled' Muslim woman, and the 'civilized' European. Casting Out explores the use of these characterizations in the creation of the myth of the family of democratic Western nations obliged to use political, military, and legal force to defend itself against a menacing third world population. It argues that this myth is promoted to justify the expulsion of Muslims from the political community, a process that takes the form of stigmatization, surveillance, incarceration, torture, and bombing. In this timely and controversial work, Sherene H. Razack looks at contemporary legal and social responses to Muslims in the West and places them in historical context. She explains how 'race thinking,' a structure of thought that divides up the world between the deserving and undeserving according to racial descent, accustoms us to the idea that the suspension of rights for racialized groups is warranted in the interests of national security. She discusses many examples of the institution and implementation of exclusionary and coercive practices, including the mistreatment of security detainees, the regulation of Muslim populations in the name of protecting Muslim women, and prisoner abuse at Abu Ghraib. In the early 2000s, mainstream international news outlets celebrated the growth of Weblogistan—the online and real-life transnational network of Iranian bloggers—and depicted it as a liberatory site that gave voice to Iranians. As Sima Shakhsari argues in Politics of Rightful Killing, the common assumptions of Weblogistan as a site of civil society consensus and resistance to state oppression belie its deep internal conflicts. While Weblogistan was an effective venue for some Iranians to “practice democracy,” it served as a valuable site for the United States to surveil bloggers and express anti-Iranian sentiment and policies. At the same time, bloggers used the network to self-police and enforce gender and sexuality norms based on Western liberal values in ways that unwittingly undermined Weblogistan's claims of democratic participation. In this way, Weblogistan became a site of cybergovernmentality, where biopolitical security regimes disciplined and regulated populations. Analyzing online and off-line ethnography, Shakhsari provides an account of digital citizenship that raises questions about the internet's relationship to political engagement, militarism, and democracy.

If art, science, and the humanities have shared one thing, it was their common engagement with constructions and representations of the human. Under the pressure of new contemporary concerns, however, we are experiencing a “posthuman condition”; the combination of new developments-such as the neoliberal economics of global capitalism, migration, technological advances, environmental destruction on a mass scale, the perpetual war on terror and extensive security systems- with a troublesome reiteration of old, unresolved problems that mean the concept of the human as we had previously known it has undergone dramatic transformations.
