This review looks at Latvia's Public Utilities Commission, using the OECD’s innovative framework for examining the institutions, processes and practices that help regulators assess their performance.
Squatting is currently a global phenomenon. A concomitant of economic development and social conflict, squatting attracts public attention because – implicitly or explicitly – it questions property relations from the perspective of the basic human need for shelter. So far neglected by historical inquiry, squatters have played an important role in the history of urban development and social movements, not least by contributing to change in concepts of property and the distribution and utilization of urban space. An interdisciplinary circle of authors demonstrates how squatters have articulated their demands for participation in the housing market and public space in a whole range of contexts, and how this has brought them into conflict and/or cooperation with the authorities. The volume examines housing struggles and the occupation of buildings in the Global "North," but it is equally concerned with land acquisition and informal settlements in the Global "South." In the context of the former, squatting tends to be conceived as social practice and collective protest, whereas self-help strategies of the marginalized are more commonly associated with the southern hemisphere. This volume’s historical perspective, however, helps to overcome the north-south dualism in research on squatting.
Although a technique for hydraulic fracturing—more commonly known as fracking—was developed and implemented in the 1970s in Texas, fracking of the Marcellus Shale formation that stretches from West Virginia through Pennsylvania to New York did not begin in earnest until the twenty-first century. Unconventional natural gas production via fracking has ignited debate, challenged regulators, and added to the complexity of twenty-first-century natural resource management. Through a longitudinal study taken from 2000 to 2015, Jonathan M. Fisk, Soren Jordan, and A. J. Good examine how the management of natural resources functions relative to specific regulatory actions including inspections, identifying violations, and the use of specific regulatory tools. Ultimately, they find that factors as disparate as state policy goals, elected officials, the availability of data, inspectors, front-line staff, and the use of technology form a context that, in turn, shapes the use of specific regulatory tools and decisions.
Scripts (writing systems) usually belong to specific languages and have temporal, spatial and cultural characteristics. The evolution of scripts has been the subject of research for a long time. This is probably because the long-term development of human thinking is reflected in the surviving script relics, many of which are still undeciphered today. The book presents the study of the script evolution with the mathematical tools of systematics, phylogenetics and bioinformatics. In the research described, the script is the evolutionary taxonomic unit (taxon), which is analogous to the concept of biological species. Among the methods of phylogenetics, phenetics classifies the investigated taxa on the basis of their morphological similarity, and does not primarily examine genealogical relationships. Due to the scarcity of morphological diversity of scripts’ features, random coincidences of evolution-independent features are much more common in scripts than in biological species, thus phenetic modelling based solely on morphological features can lead to erroneous results. For this reason, phenetic modeling has been extended with evolutionary considerations, thereby allowing the modelling uncertainties observed in the script evolution to be addressed due to the large number of random coincidences (homoplasies) characterizing each script. The book describes an extended phenetic method developed to investigate the script evolution. This data-driven approach helps to reduce the impact of the uncertainties inherent in the phenetic model due to the large number of homoplasies that occur during the evolution of scripts. The elaborated phenetic and evolutionary analyses were applied to the Rovash scripts used on the Eurasian Steppe (Grassland), including the Turkic Rovash (Turkic Runic/runiform) and the Székely-Hungarian Rovash. The evaluation of the extended phenetic model of the scripts, the various phenograms, the script spectra and the group spectra helped to reconstruct the main ancestors and evolutionary stages of the investigated scripts.
Offshore financial centers such as Luxembourg, the Cayman Islands or the City of London provide non-residents with a legal framework that is strong on property rights and soft on taxation and regulation. Building on a historical-institutionalist comparison of Britain, Germany, Brazil, and Mexico, Offshore Finance and State Power asks how these offshore financial services affect the power of the state. Combining a concept analysis with empirical research, the book finds that economic actors go offshore to create money more than to hide it. Legal offshore banking trumps tax planning or money laundering in its impact on state power. Offshore Finance and State Power also reveals that the relationship between the two is not straightforward. Offshore finance can limit state power by transmitting the volatility of unregulated offshore banking into the domestic economy. Yet, counterintuitively, offshore finance can also enhance state power. It provides governments with an extraterritorial vehicle to cover up political conflicts over how to finance the state and to mitigate class conflict. To which extent a state can put offshore finances at its own service, depends on a country's domestic elite constellation and the tax and bank bargains they have forged throughout history.
