The period covered by the material published in this volume marks the transition in Eric Voegelin's career from Louisiana to Munich. After twenty years in the United States, in 1958 Voegelin accepted an invitation to fill the political science chair at Ludwig Maximilian University, a position left vacant throughout the Nazi period and last occupied by the famous Max Weber, who had died in 1920. The themes most prominent in the fourteen items reprinted here reflect the concerns of a transition, not only in a scholar's career, and in the momentous shifts in world politics taking place around him, but also in the development of his understanding of the stratification of reality and the attendant demands for a science of human affairs adequate to the challenges posed by the persistent crisis of the West in its latest configurations and by contemporary philosophy. Several of the items herein originated as talks to a specific organization on problems facing German democratization and the development of a market economy amid the ruins of a fragmented culture and infrastructure in a society without historically evolved institutional supports for a satisfactory social and political order. Accordingly, pragmatic matters occupy a central place in a number of these pieces, especially the overriding question of how Germany could move from an illiberal and ideological political order into a modern liberal democratic one. Those accustomed to the theoretical profundity of Voegelin's writings may find welcome relief in the down-to-earth, commonsensical drift of this material addressed, often, to laymen and businessmen. But, of course, the philosophical subject matter lurks everywhere. It finds full expression in several instances as the controlling context of even the least pretentious presentations. One of the attractions of these essays is what the author brings forward as serviceable elementary guideposts under adverse conditions of intellectual disarray, social decay, and turmoil.

Before democracy becomes an institutionalised form of political authority, the rupture with authoritarian forms of power causes deep uncertainty about power and outcomes. This book connects the study of democratisation in eastern Europe and Russia to the emergence and crisis of communism. Wydra argues that the communist past is not simply a legacy but needs to be seen as a social organism in gestation, where critical events produce new expectations, memories and symbols that influence meanings of democracy. By examining a series of pivotal historical events, he shows that democratisation is not just a matter of institutional design, but rather a matter of consciousness and leadership under conditions of extreme and traumatic incivility. Rather than adopting the opposition between non-democratic and democratic, Wydra argues that the communist experience must be central to the study of the emergence and nature of democracy in (post-) communist countries.

Books about Hannah Arendt abound; but there are none that deal with Arendt's 30-year time in America, at least not until now. Richard King's study of Arendt and America will be quick to establish itself as one of the most significant publications in intellectual history in recent years. Arendt's major works--The Human Condition, The Origins of Totalitarianism, On Revolution--were written in America. King tells us how Arendt came to America in 1941, at the midpoint of her life, rising to prominence among American intellectuals, and what it is she brought with her by way of intellectual and cultural equipment. We get a fully fleshed portrait of Arendt's position among the New York intellectual of the post-War/Cold War world, and King looks closely at Arendt's sharply framed responses to the political upheavals of the 1960s. By no means does King elide the great controversy over Arendt's Eichmann in Jerusalem (1963), her major claim to fame, its notoriety still very much alive today. Arendt focused on Eichmann's use of language and how that affected the working of his conscience. (King also take up the Eichmann affair in the book's conclusion, where he discusses the feature film, Hannah Arendt (2012), directed by Margarethe von Trotta, and the recent book by Bettina Stangneth on Eichmann arguing against the "banality of evil" notion of Arendt, and in favor of finding Eichmann to be an anti-Semite who played a key role in organizing the Holocaust.) King maintains that Arendt's experience in America shaped what she thought and wrote. The pivot of that experience is found in Arendt's ambivalence about America--the tension between the idea of the "republic" as formulated by the Framers, and the threat to this idea posed by mass consumer society, particularly after 1945. In the end, the book as a whole is a mediation on the question of whether Arendt ever became an American rather than German thinker. Her major contribution to American intellectual history and political thought was an American version of republicanism; her great worry was that this republic would be lost.
