The Public Guardianship Office is an executive agency of the Department for Constitutional Affairs and the administrative office for the Court of Protection. It was established in April 2001 to take forward the mental health functions previously carried out by the Public Trust Office. Its remit covers England and Wales, with responsibility to provide services that protect the financial well-being of people who lack mental capacity to manage their own financial affairs, by supporting the Court of Protection in the appointment of receivers and by registering Enduring Powers of Attorney (EPAs). This is the agencys fourth annual report and accounts, and it describes its activities, objectives and performance against key targets for the year 2004-05.
