The Public Affairs Index (PAI) is an attempt to bring together the states of the country which are culturally, economically and socially diverse, into a common data-driven framework, to facilitate an interstate comparison. A well-framed methodology backed by statistical data from government sources, have been included in the study to provide insights into the subject. While we acknowledge that this task is subjective and opinions may vary, PAI has adopted the best possible method which in our view maximises the opportunities to accommodate the variations among states and minimises any bias.
The World Justice Project (WJP) joins efforts to produce reliable data on rule of law through the WJP Rule of Law Index 2016, the sixth report in an annual series, which measures rule of law based on the experiences and perceptions of the general public and in-country experts worldwide. We hope this annual publication, anchored in actual experiences, will help identify strengths and weaknesses in each country under review and encourage policy choices that strengthen the rule of law. The WJP Rule of Law Index 2016 presents a portrait of the rule of law in each country by providing scores and rankings organized around eights factors: constraints on government powers, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, civil justice, and criminal justice. A ninth factor, informal justice, is measured but not included in aggregated scores and rankings. These factors are intended to reflect how people experience rule of law in everyday life. The country scores and rankings for the WJP Rule of Law Index 2016 are derived from more than 110,000 households and 2,700 expert surveys in 113 countries and jurisdictions. The Index is the world%s most comprehensive data set of its kind and the only to rely solely on primary data, measuring a nation%s adherence to the rule of law from the perspective of how ordinary people experience it. These features make the Index a powerful tool that can help identify strengths and weaknesses in each country, and help to inform policy debates, both within and across countries, that advance the rule of law.
While public affairs faculty study administration and management techniques, few administrators of public affairs programs receive formal training in the nuts and bolts of academic administration. Even those faculty who come to academia after distinguished careers in managerial positions may not be ready for the very different (and difficult) environment of university administration. This publication assesses India’s fiscal federalism framework and presents recommendations to strengthen the country’s fiscal framework that include a combination of unconditional, specific purpose and performance-based transfers. A mechanism for allocating performance-based grants to Indian states is proposed based on improvements in governance index. E-cigarettes are now the most commonly used tobacco product among youth in the United States. This timely report highlights the rapidly changing patterns of e-cigarette use among youth and young adults, assesses what we know about the health effects of using these products, and describes strategies that tobacco companies use to recruit our nation's youth and young adults to try and continue using e-cigarettes. Today the Millennial generation, the cohort born from the early 1980s to the late 1990s, is the largest generation in the United States. It exceeds one-quarter of the population and is the most diverse generation in U.S. history. Millennials grew up experiencing September 11, the global proliferation of the Internet and of smart phones, and the worst economic recession since the Great Depression of the 1930s. Their young adulthood has been marked by rates of unemployment and underemployment surpassing those of their parents and grandparents, making them the first generation in the modern era to have higher rates of poverty than their predecessors at the same age. The Politics of Millennials explores the factors that shape the Millennial generation’s unique political identity, how this identity conditions political choices, and how this cohort’s diversity informs political attitudes and beliefs. Few scholars have empirically identified and studied the political attitudes and policy preferences of Millennials, despite the size and influence of this generation.
