Following the constitutional and political reforms in Central and Eastern Europe of the last decade, the time has now come for the whole-scale reform of public administration and the creation of a professional civil service. What is needed is a clear sense of the objectives to be achieved by the administration; and the provision of adequate resources to perform the tasks of public administration. In addition, and perhaps most importantly of all, there must be a sound legal basis for public administration. Recognizing these realities, this book examines administrative law and administrative institutions in Central and Eastern Europe. In a series of case studies, discussing each country in the region in turn, it looks at the ways in which a range of administrative decisions are reached and at how the citizens affected by them are treated. The material for each of the fourteen chapters was collected by a person or persons native to the respective country.
Based on a survey of more than 6700 top civil servants in 17 European countries, this book explores the impacts of New Public Management (NPM)-style reforms in Europe from a uniquely comparative perspective. It examines and analyses empirical findings regarding the dynamics, major trends and tools of administrative reforms, with special focus on the diversity of top executives’ perceptions about the effects of those reforms.

Although it has been more than 20 years since Communism crumbled in Central and Eastern Europe and the Soviet Union, many scholars and politicians still wonder what the lifting of the Iron Curtain has really meant for these former Communist countries. And, because these countries were largely closed off to the world for so long, there has yet to be an all-inclusive study on their administrative systems—until now. In Public Administration in Post-Communist Countries: Former Soviet Union, Central and Eastern Europe, and Mongolia, expert contributors supply a comprehensive overview and analysis of public administration in their respective post-Communist countries. This book examines the extent to which recent transformations of administrative systems and public management mechanisms in Central European (CE) countries serve the purpose of providing effective and efficient public institutions, high quality of public services, respect for the rule of law, and the citizens’ trust in the state.
