From the Executive Summary: This study is based on an analysis of trends in compensation for 14 specific occupations in each of nine major cities across Canada, and upon differences in living costs in each of these cities throughout the 1970s. The purpose is to determine whether changes have occurred in the relative rates of pay for these jobs among cities, whether living cost differences actually exist and, it so, their extent and the source of these differences. The study concludes with an assessment of the possible impact of compensation and cost-of-living differences on national and regional pay systems and on relocation policy.
This publication is intended to provide for the non-specialist a fresh look at provincial tax reform options and opportunities. Part I begins with the basic principles of tax reform, considering alternative objectives and general options in tax design. Part II examines the current differences among provincial economic circumstances and the tax structures. In parliamentary systems like Canada, voters directly contribute to the election outcome only in their own riding. However, the focus of election campaigns is often national, emphasizing the leader rather than the local candidate, and national rather than regional polls. This suggests that elections are national contests, but election outcomes clearly demonstrate that support for parties varies strongly by province. Focusing on the 2015 Canadian election campaigns in British Columbia, Ontario, and Quebec, three large provinces with different subnational party systems, Provincial Battles, National Prize? evaluates whether we should understand elections in Canada as national wars or individual provincial clashes. The authors draw upon voter and candidate surveys, party campaign behaviour, and media coverage of the election to document how political parties vary their messages and strategies across provinces, how the media communicate and frame those messages, and how voters ultimately respond. The study shows that provincial variations in party support reflect differences in voters' political preferences rather than differences in party messages or media coverage. A novel and comprehensive study, Provincial Battles, National Prize? is the first and only thorough treatment of the party, media, and voter aspects of a federal election campaign through a subnational lens.
Canada's federal system, composed of ten provincial governments and three territories, all with varying economies and political cultures, is often blamed for the country's failure to develop coordinated policy responses to key issues. This book presents a unique analysis of modern Russian provincial society. Based on detailed empirical evidence, it develops a theoretical model of Russian provincial society in the late 20th century and the early 21st century. The book explains how under the conditions of catastrophic changes, Russian provincial societies have undergone a structural transformation. It further sheds light on the transformation of the economic behavior of the population and households with regard to economic practices, crafts, and revived archaic forms of labor behavior. Summarizing the extensive empirical evidence, the book puts forward the concept of complementarity of two social structures at the local level: a ground "soft communal" structure and a "tightening with an iron hoop" estate state structure. Next, it discusses the stability and resistance of the local social structure to external political disturbances. Based on the presented analysis, the book introduces several independent criteria on the basis of which it establishes the typology of all empirically observed forms of societies. Subsequently, the book identifies six main types of Russian provincial societies. It explains how depending on the type, the different societies either adapt to political and economic changes in different ways, stay unchanged or transform their structure. The book will appeal to students, scholars, and researchers of economics, political science, sociology, and anthropology, interested in a better understanding of transformation studies, population and household economics, provincial societies, as well as Russian societal structures.
Based on biographical data on more than 2,500 individuals in China's thirty provincial units from the beginning of the People's Republic in 1949, this is the most comprehensive and systematic treatment of China's provincial leaders ever published. The study presents detailed accounts of four categories of provincial leaders - party secretaries, deputy party secretaries, governors, and vice governors - including age, gender, nationality, hometown, education, party membership, and length of membership. It also traces the careers of these leaders in terms of promotion, demotion, transfer, and retirement. And using sophisticated statistical analysis, it links the political mobility of these leaders to the economic performance of their provincial units.
