Access to credit is an important means of providing people with the opportunity to make a better life for themselves. Asset building has become an increasingly important component of social welfare policy in recent years. For families seeking to build assets through home ownership, raising credit scores is often a key element of their prepurchase efforts. Low income and minority families in particular can struggle with poor credit scores and seek Homeownership Education and Counseling (HEC) services to assist them to raise their credit score and access affordable mortgage credit. This book examines the effectiveness of credit counseling within HEC services on credit scores. Quantitative data were gathered via preand one year post-counseling credit scores from 203 clients who obtained pre-purchase credit counseling. Qualitative findings from a focus group of HEC credit counselors shed light on the role of credit counselors in HEC services and difficulties encountered in interfacing with the sub-prime mortgage market. The economic downturn since 2000 and the subsequent financial crisis have increased poverty rates across nations in the last decade, leaving those who are poor with very limited access to credit markets, creating a need for an alternative mechanism to allow low-income high risk-borrowers to gain access to small, short-term loans. The recent decline in federal funding for social programs coupled with the increased regulations of traditional lenders has further mandated the need for creation of innovative lending and borrowing strategies. In this paper we examine the methodology of two popular mechanisms that evolved to provide access to borrowers that are less than creditworthy: peer-to-peer lending via the internet, and microfinance. The analysis of the two mechanisms reveals that despite the opportunities offered through the two strategies, access to credit remains unavailable for those who are poor. In order to meet this unmet demand for financial resources, it is necessary to devise an alternative that can enhance the supply of funds to those who are poor in an effort to offer them a financial future that is sustainable and self-sufficient. Building on insights derived from the two approaches, this paper provides an alternative mechanism that utilizes the not-for-profit organization as an intermediary to offer non-traditional financial services to the low-income, "unbankable" community. A design is developed using the networking structure of the peer-to-peer lending market combined with the reliability on social collateral used by the peer monitoring system of the microfinance industry. The model provides an alternative for financial gains for all participants through a process of cooperation and commitment between the government, private investors and the community, combined via the not-for-profit with the involvement of individuals with altruistic motivations.
