Over the years, the Government Accountability Office (GAO) has developed a substantial body of law and standard procedures for considering bid protests. This is the 9th edition of ¿Bid Protests at GAO: A Descriptive Guide,¿ prepared by the Office of the General Counsel, to aid those interested in GAO's bid protest process. This edition incorporates changes made to GAO¿s Bid Protest Regulations, effective June 9, 2008, to conform the regulations to changes in GAO¿s jurisdiction enacted by section 568 of the Dept. of Homeland Security Appropriations Act, 2008, and by sections 326 and 843 of the National Defense Authorization Act for FY 2008. What is re-enactment and how does it relate to heritage? Re-enactments are a ubiquitous part of popular and memory culture and are of growing importance to heritage studies. As concept and practice, re-enactments encompass a wide range of forms: from the annual ‘Viking Moot’ festival in Denmark drawing thousands of participants and spectators, to the (re)staged war photography of An-My Lê, to the Titanic Memorial Cruise commemorating the centennial of the ill-fated voyage, to the symbolic retracing of the Berlin Wall across the city on 9 November 2014 to mark the 25th anniversary of its toppling. Re-enactments involve the sensuousness of bodily experience and engagement, the exhilarating yet precarious combination of imagination with ‘historical fact’, in-the-moment negotiations between and within temporalities, and the compelling drive to re-make, or re-presence, the past. As such, re-enactments present a number of challenges to traditional understandings of heritage, including taken-for-granted assumptions regarding fixity, conservation, originality, ownership and authenticity. Using a variety of international, cross-disciplinary case studies, this volume explores re-enactment as practice, problem, and/or potential, in order to widen the scope of heritage thinking and analysis toward impermanence, performance, flux, innovation and creativity. In this book a set of theoretical and methodological resources are presented to study the way in which protest, resistance and social movement discourses circulate through society and looks at the role of media and of communication in this process. Empirically, the focus of this book is on the UK’s anti-austerity movement. ‘The Circuit of Protest’, as developed in this volume, is comprised of an analysis of the discourses of the anti-austerity movement and their corresponding movement frames, and the self-mediation practices geared at communicating these. The mainstream media representations and the reception of the movement discourses and frames by non-activist citizens are also studied. It is concluded that studying a movement through the prism of mediation provides a nuanced assessment in terms of failures and successes of the UK’s anti-austerity movement. The book is of relevance to students and researchers of politics, social movements, as well as media and communication, but also to activists.
For more than a century, from 1900 to 2006, campaigns of nonviolent resistance were more than twice as effective as their violent counterparts in achieving their stated goals. By attracting impressive support from citizens, whose activism takes the form of protests, boycotts, civil disobedience, and other forms of nonviolent noncooperation, these efforts help separate regimes from their main sources of power and produce remarkable results, even in Iran, Burma, the Philippines, and the Palestinian Territories. Combining statistical analysis with case studies of specific countries and territories, Erica Chenoweth and Maria J. Stephan detail the factors enabling such campaigns to succeed and, sometimes, causing them to fail. They find that nonviolent resistance presents fewer obstacles to moral and physical involvement and commitment, and that higher levels of participation contribute to enhanced resilience, greater opportunities for tactical innovation and civic disruption (and therefore less incentive for a regime to maintain its status quo), and shifts in loyalty among opponents' erstwhile supporters, including members of the military establishment. Chenoweth and Stephan conclude that successful nonviolent resistance ushers in more durable and internally peaceful democracies, which are less likely to regress into civil war. Presenting a rich, evidentiary argument, they originally and systematically compare violent and nonviolent outcomes in different historical periods and geographical contexts, debunking the myth that violence occurs because of structural and environmental factors and that it is necessary to achieve certain political goals. Instead, the authors discover, violent insurgency is rarely justifiable on strategic grounds.
The last decade has witnessed a global explosion of immigrant protests, political mobilizations by irregular migrants and pro-migrant activists.
