Protecting the Presidential Candidates is the first book of its kind to examine how presidents and presidential candidates were protected during the presidential election cycles – from JFK to Biden. It is also the first book of its kind to tell the story of the role of state troopers and private bodyguards in protecting presidential candidates. Protection for candidates changed and evolved from the free-wheeling style of the 1950s and early 1960s, which afforded presidential candidates little or no protection, to the growth of bodyguard personnel, increased intelligence facilities and state of the art technology employed today to keep the candidates safe. Presidential candidates relish connecting with the public and it has given greater visibility to the bodyguards who are willing to place themselves between a presidential candidate and a would-be attacker. In the milieu in which the Secret Service operates, bodyguards have witnessed the terrors of election campaigns when presidential candidates have waded into crowds to shake hands with their supporters, rode in open-top cars, and made sudden but risky changes to their schedules – oblivious to the fact that in every campaign there have been people stalking candidates with ill intent. Many stories revealed in Protecting the Presidential Candidates have remained largely hidden from the public; some buried in newspaper archives and others in oral histories, presidential libraries or official government documents. The author draws on numerous sources, including FBI files, presidential biographies, vice presidential biographies, civilian bodyguard memoirs, Secret Service agent memoirs, White House staff memoirs and more so that these stories can now be told. The book also allows readers to gain an insight into the personal as well as professional relationships between the candidate and the bodyguards who protected them. Some candidates were so trusting of their bodyguards they embraced them as part of an ‘inner circle’ of advisers. It argues that any rules for electing a President that may have a chance to replace the current ones should provide an equal representation of states as equal members of the Union, and of the nation as a whole. This book analyzes the National Popular Vote plan and shows that this plan may violate the Supreme Court decisions on the equality of votes cast in statewide popular elections held to choose state electors. That is, the National Popular Vote plan may violate the Equal Protection Clause of the Fourteenth Amendment. The book proposes a new election system in which the will of the states and the will of the nation as a whole are determined by direct popular elections for President and Vice President in the 50 states and in D.C. This system a) would elect President a candidate who is the choice of both the nation as a whole and of the states as equal members of the Union, b) would let the current system elect a President only if the nation as a whole and the states as equal members of the Union fail to agree on a common candidate, and c) would encourage the candidates to campaign nationwide. The second edition has been updated to include a proposal on how to make established non-major party presidential candidates and independent candidates welcome participants in national televised presidential debates with the major-party candidates.

This is the first study in half a century to focus on the election of 1796. At first glance, the first presidential contest looks unfamiliar—parties were frowned upon, there was no national vote, and the candidates did not even participate (the political mores of the day forbade it). Yet for all that, Jeffrey L. Pasley contends, the election of 1796 was “absolutely seminal,” setting the stage for all of American politics to follow. Challenging much of the conventional understanding of this election, Pasley argues that Federalist and Democratic-Republican were deeply meaningful categories for politicians and citizens of the 1790s, even if the names could be inconsistent and the institutional presence lacking. He treats the 1796 election as a rough draft of the democratic presidential campaigns that came later rather than as the personal squabble depicted by other historians. It set the geographic pattern of New England competing with the South at the two extremes of American politics, and it established the basic ideological dynamic of a liberal, rights-spreading American left arrayed against a conservative, society-protecting right, each with its own competing model of leadership. Rather than the inner thoughts and personal lives of the Founders, covered in so many other volumes, Pasley focuses on images of Adams and Jefferson created by supporters-and detractors-through the press, capturing the way that ordinary citizens in 1796 would have actually experienced candidates they never heard speak. Newspaper editors, minor officials, now forgotten congressman, and individual elector candidates all take a leading role in the story to show how politics of the day actually worked. Pasley's cogent study rescues the election of 1796 from the shadow of 1800 and invites us to rethink how we view that campaign and the origins of American politics.
