In the 1990s, amid political upheaval and civil war, the Socialist Federal Republic of Yugoslavia dissolved into five successor states. The subsequent independence of Montenegro and Kosovo brought the total number to seven. Balkan scholar and diplomat to the region Mieczyslaw P. Boduszynski examines four of those states—Croatia, Slovenia, Macedonia, and the Federal Republic of Yugoslavia—and traces their divergent paths toward democracy and Euro-Atlantic integration over the past two decades. Suvin’s ‘X-Ray’ of Socialist Yugoslavia offers an indispensable overview of a unique and often overlooked twentieth-century socialism. It shows that the plebeian surge of revolutionary self-determination was halted in SFR Yugoslavia by 1965; that between 1965– 72 there was a confused and hidden but still open-ended clash; and that by 1972 the oligarchy in power was closed and static, leading to failure. Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. Twentieth-century Southeastern Europe endured three, separate decades of international and civil war, and was marred in forced migration and wrenching systematic changes. This book is the result of a year-long project by the Open Society Institute to examine and reappraise this tumultuous century. A cohort of young scholars with backgrounds in history, anthropology, political science, and comparative literature were brought together for this undertaking. Therefore, our nation should not merely grow in power, strengthen its character, and foster in people the feeling of love for homeland, but also---inasmuch as it is possible---breath the fresh breeze of humanity's general progress, feed it to the nation, absorb its creative energy. Until now, we have trusted and lived only in the weary conditions, conditions devoid of health-giving elements---now, as a result the nation's heart beats too slowly and its mind works too tediously. We ought to open our windows to Europe, to the wind of continental change and allow it to air our sultry home, since as not all health comes from the inside, not all disease comes from the outside.
