Myanmar has made important progress toward democratic reform since President Thein Sein’s civilian government came to power in early 2011. Significant challenges, however, remain and could scuttle efforts at change. Key among these are the peace process between the government and armed ethnic groups in the border regions; communal tensions in Rakhine state bordering Bangladesh and in central Myanmar; and the free and fair conduct of the 2015 general elections, which could also impact the peace process and communal relations. This report explores the United States’ interests in peace in Myanmar and offers recommendations for how Washington can best promote it.
Bringing together scholars and educators based in Myanmar, the USA, the UK, Denmark, and Thailand, this book presents new perspectives and research on the struggle for social justice and peace in Myanmar at this critical juncture. It shows how actors from diverse backgrounds and regions of Myanmar are drawing from their identities, evoking their agency, and using critical pedagogy to advance social justice and peace. Myanmar's transition to democracy has been marred by violence between Buddhists and Muslims. While the violence originally broke out between Rakhine Buddhists and Rohingya Muslims, it subsequently emerged throughout the country, impacting Buddhists and Muslims of many ethnic backgrounds. This article offers background on these so-called "communal conflicts" and the rise and evolution of Buddhist nationalist groups led by monks that have spearheaded anti-Muslim campaigns. The authors describe how current monastic political mobilization can be understood as an extension of past monastic activism, and is rooted in traditional understandings of the monastic community's responsibility to defend the religion, respond to community needs, and guide political decision-makers. The authors propose a counter-argument rooted in Theravada Buddhism to address the underlying anxieties motivating Buddhist nationalists while directing them toward peaceful actions promoting coexistence. Additionally, given that these conflicts derive from wider political, economic, and social dilemmas, the authors offer a prescription of complementary policy initiatives.--Résumé de l'éditeur.
Since 1988, when Burma's military rulers crushed a popular uprising, Western governments have promoted democracy as a panacea for the country's manifold development problems, from ethnic conflict to weak governance, human rights abuses, and deep-rooted, structural poverty. Years of escalating censure and sanctions, however, have left the military firmly entrenched in power, the opposition marginalized, and the general population suffering from deepening poverty. In the first book-length study of Western human rights policy in Burma, Morten B. Pedersen argues that Western democracy rhetoric has not supplied the solution to these problems. Each year, Burma's human and natural resources are further eroding, the HIV/AIDS epidemic is mounting, and the prospect of turning the situation around is becoming less and less likely. Based on extensive field research, Promoting Human Rights in Burma proposes an alternative model of "critical engagement" that emphasizes more pragmatic efforts to help bring a deeply divided society together and promote socioeconomic development as the basis for longer-term political change. Although the focus is squarely on Burma, the fallacies in Western policy thinking that this case study reveals, as well as the alternative policy framework it offers, have wider relevance for other poor, conflict-ridden countries on the periphery of the global political and economic system.
For decades Myanmar has been portrayed as a case of good citizen versus bad regime – men in jackboots maintaining a suffocating rule over a majority Buddhist population beholden to the ideals of non-violence and tolerance. But in recent years this narrative has been upended. In June 2012, violence between Buddhists and Muslims erupted in western Myanmar, pointing to a growing divide between religious communities that before had received little attention from the outside world. Attacks on Muslims soon spread across the country, leaving hundreds dead, entire neighbourhoods turned to rubble, and tens of thousands of Muslims confined to internment camps. This violence, breaking out amid the passage to democracy, was spurred on by monks, pro-democracy activists and even politicians. In this gripping and deeply reported account, Francis Wade explores how the manipulation of identities by an anxious ruling elite has laid the foundations for mass violence, and how, in Myanmar’s case, some of the most respected and articulate voices for democracy have turned on the Muslim population at a time when the majority of citizens are beginning to experience freedoms unseen for half a century.
To ensure the success of Myanmar's historic democratic transition, the United States should revise its outdated and counterproductive sanctions policy, writes Priscilla A. Clappin a new report from the Council on Foreign Relations' Center for Preventive Action. When the Aung San Suu Kyi–led National League for Democracy assumes power in Myanmar next week, the party will inherit the long-standing problems that developed in the country's half-century of military dictatorship. U.S. support for a successful transition will help strengthen the newly elected government and prevent a return to martial law. "Continuing to rely on a sanctions regime—designed primarily to inhibit U.S. participation in and assistance to Myanmar's economy and government—no longer makes sense, particularly when Western allies and others observe no restrictions on their activities in Myanmar," Clapp contends in the Council Special Report, Securing a Democratic Future for Myanmar. "Washington should therefore restructure the remaining financial sanctions and restrictions to carefully target individuals and entities to promote better behavior, rather than punish bad behavior." Clapp, the former chief of mission at the U.S. Embassy in Myanmar and senior advisor to the U.S. Institute of Peace and the Asia Society, argues that reforms over the past five years have transformed Myanmar "from a country of little strategic interest to the United States into one that promises substantial benefit to core U.S. interests in Southeast Asia and beyond." However, she cautions that the situation remains fragile. "More than five decades of military rule have left large parts of the country in a near feudal condition, beset by an overly large national army, a multitude of ethnic armed forces, and hundreds of militias," she warns. "Rule of law is almost nonexistent, and the competition for resources and wealth is a virtual free-for-all." Clapp offers several other recommendations for how the United States and other international actors can support the democratic transition in Myanmar, including expanding and coordinating global aid, helping to resolve the stateless status of Rohingya Muslims, developing a stronger relationship with the military, and strengthening Myanmar's integration into the Association of Southeast Asian Nations (ASEAN).
