This book examines the strategies pursued by the North Atlantic Treaty Organization (NATO) and the European Union (EU) to foster resilience in the Middle East, Maghreb and Sahel regions, ranging from military operations to humanitarian assistance. Thanks to its constructive ambiguity, resilience can bring together policy communities and connect sponsors of reform with local societies, but also bridge rifts between and within the EU and NATO. However, existing resilience-based policies are fraught with policy, theoretical and normative dilemmas. This volume examines these dilemmas by including international relations, European politics and area studies scholars, as well as practitioners from armed forces, international organisations, humanitarian NGOs and think tanks.
This volume draws together academics and think tank experts to explore the revised European Neighborhood Policy (ENP) and EU Global Strategy (EUGS) towards the Southern Neighborhood, in the context of the Arab Uprisings and conflict, counter-terrorism cooperation, the Mediterranean refugee crisis, energy developments in the Eastern Mediterranean, shifting interactions with and between international partners, and the fallout from Covid-19. This book provides a comprehensive overview of the political impact of the COVID-19 emergency in central and eastern Europe and Eurasia. Offering a theoretical framework linking the authoritarian, post-Soviet institutional legacy with patterns of political behavior, support and governments’ policies, the expert contributors argue that domestic political regimes mediate and shape citizens’ perceptions of public health crises, and the very regimes’ political survival. The authors explore how the pandemic affected regime change, government stability, business groups and civil societies in more than 15 countries of the region from the discovery of the virus to the vaccination rollout. The studies rely on a broad range of empirical evidence from the region – survey, state statistics, ethnography and interviews. Formulating, explaining and empirically testing the causal mechanisms that drive political accountability and support through a cross-country comparison and in-depth case studies of popular and electoral support attempting to highlight any patterns specific to the region, this book contributes to studies of governance and political accountability in low-trust countries with authoritarian legacies and proclivities. Drawing on an interdisciplinary approach that brings together area studies, history, sociology and political science, it will also be of value to those interested in systematic effect of political regimes on handling public health crises.
This book addresses the EU’s engagement with the Southern Mediterranean. It examines the involvement of EU institutions in member states’ approach to relevant policy issues within the European Neighbourhood Policy, and how such involvement affects the EU’s overall cooperation with countries in the Southern Mediterranean region. In particular, the book offers an assessment of the nature and development of integration in the EU’s approach to trade and economic development, energy security, counterterrorism, irregular migration and asylum, and maritime security. This book argues for the need to rethink governance through the lens of 'resilience as self-governance'. Building on complexity-thinking, it contends that in the context of change and complex life, challenges are most efficiently dealt with, at the source, 'locally', to make 'the global' more responsive and sustainable. Resilience as self-governance is advanced as an overriding framework to explore its constitutive elements - identity, ‘good life’, local coping strategies and support infrastructures - which, when mobilized, can turn communities into ‘peoplehood’ in the face of adversity. It is argued that these communities of relations, self-organised and self-aware of their worth, is what makes them so resilient to crises, and what helps them to transform with change; and how they should be governed today. Central Eurasia, spanning from Belarus in the west, to Azerbaijan in the south and Kyrgyzstan in the east, provides fertile grounds for exploring how resilience works in practice in times of complex change. By immersing into centuries-long traditions and philosophy, local experiences of survival, and visions for change, this book shows that governability at any level requires a substantive 'local' input to make 'the global' more enduring and resilient in a complex adaptive world. NATO and the Greater Maghreb offers a distinctive focus and study of NATO’s future policy in North Africa and the Sahel after the new 2022 Strategic Concept, expected to be published during the next NATO Summit in Madrid. The book will use three main axes to frame the contributors’ analysis, which are not usually used together for analyzing NATO policy: Geopolitics, Great Power Competition, and Threats. These lenses create a distinctive approach to reviewing a Greater Mahgreb Regional Security Complex confronted with the necessities of a distinctive approach by NATO. The idea of MENA (Middle East and North Africa), still used by the EU and NATO is already obsolete for several reasons: first, it is no more possible to split West Africa geopolitically from North Africa and Sahel. Second, the action of terrorist groups such as Al Qaida in the Islamic Maghreb, ISIS, and Boko Haram are not related to Middle East problems, nor strategies and policies necessaries to tackle them. Second, the difficulties in cooperation between these countries, the corruption fed by organized crime (above all cocaine trafficking) and the impact of desertization, makes it very difficult to establish sound strategies and policies for the area. Third, there is an increasing presence of Great Powers in the area, including Russia and China, Turkey, and some Gulf states with different goals and policies.
This book has been published by Allenvi (French National Alliance for Environmental Research) to coincide with the 22nd Conference of Parties to the United Nations Framework Convention on Climate Change (COP22) in Marrakesh. It is the outcome of work by academic researchers on both sides of the Mediterranean and provides a remarkable scientific review of the mechanisms of climate change and its impacts on the environment, the economy, health and Mediterranean societies. It will also be valuable in developing responses that draw on “scientific evidence” to address the issues of adaptation, resource conservation, solutions and risk prevention. This monograph assesses the intersections between social tipping points (STP), a relatively understudied social-ecological concept, and various public policy concepts, such as governance, state capacity and resilience of the state and non-state actors, all within the context of the EU Eastern and Southern periphery. This unique approach is subsequently embodied in the newly created conceptual framework of how the STPs are governed and analyzed using three case studies. The goal is to examine how various state and non-state actors (transnational, private, and local) have managed to navigate the STPs triggered by migration, climate change, and geopolitics. The multi-level governance of STPs is studied within the context of the EU periphery, thus spatial and geographical determinants of the resilience are analyzed as well.
