Congress, seeking to reduce the cost and improve the performance of the federal government, enacted the Government Performance and Results Act of 1993 (the Results Act) to improve federal program effectiveness and public accountability. This guide is intended to facilitate assessment of the strengths and weaknesses of agencies' annual performance plans in meeting both the requirements of the Results Act and congressional expectations that the plans inform Congress and the public about agencies' performance goals, including how they will accomplish them and how they will measure their results.
