The attempt has been made to acquaint the student with the bold outlines of the political, economic, and social development of Amer ican institutions. The task involved presented so much freedom of choice that, naturally, opinion may differ as to the relative importance of the various materials available for this purpose. However, the aim has been to provide the student with typical material for a general introduc tory course in problems of democracy, which not only stresses certain fundamental characteristics of our own civilization, but preserves at the same time a proper bal ance between the political, the economic, and the social factors in American life. Furthermore, the topics selected have been treated as unified problems, each of which is dis cussed from the standpoint of general social development, rather than subdivided into a series of separate, air-tight compartments labeled political, economic, and social. Excerpt from Readings in American Democracy This volume is designed to accompany the editor's Problems in American Democracy, and the choice and arrangement of the material have been influenced by the plan of that text. In the preparation of this volume the effort has beento secure the advantages of a book of readings, and at the same time to avoid some of the drawbacks common to such compilations. In this connection the special features of the book may be referred to briefly: The editor has attempted to strike a judicious compromise between too long and too short selections. It is intended that each selec tion shall prove sufficiently extended to convey a fair and adequate idea of the author's point of View; on the other hand, the pressure for space in the volume, and the desirability Of suppressing material not bearing directly upon the point involved, have led to careful elimination, and, in some cases, to bracketed insertions. It need not be added that, in such cases, care has been taken not to distort the sense of the original. Despite the wide range Of many Of the chapters, the editor has attempted to choose and to arrange the selections so that each chapter will constitute a logical and unified narrative It is hoped, further, that the volume has gained something of the continuity Of a text from the fact that an editorial paragraph has been used, not only to introduce each selection, but to connect and to weave together the two selections between which it stands. To avoid the unsightliness of type Of varying sizes, the same size of type has been used for both editorial introductions and the selec tions. Excerpt from Problems in American Democracy There is an increasing demand for a textbook which will bring the student into direct contact with the great current issues of American life, and which will afford practical training to those who soon must grapple with the economic, social, and political problems of our own time. It is with the hope of meeting such a demand that this text has been prepared. The plan of the book calls for a word of explanation. It is poor pedagogy to expect the student to attack the defects of American life, and at the same time to place in his hands a book which deals preeminently with the mechanism of government. As well send a boy to a hardware store to buy tools before he is told whether he is to make a mouse-trap or a boat. Furthermore, to spend much more time on the mechanism of government than on the actual problems of democracy is a mistake in emphasis. Government is a means, not an end. It is a tool by means of which we attack and solve our problems. Therefore the student of this text begins, not with the mechanism of government, but with the historical background of American democracy, its origin, development, and promise for the future. Following this is a brief survey of the economic life of the nation, because that economic life constitutes the fundamental basis of our problems. Considerable space has been devoted to a problem growing directly out of economic conditions, i.e. the question of social justice or industrial reform. This is the most pressing question before any modern people, but strangely enough one which heretofore has been neglected by our schools. Because they tend to arise primarily from a bad economic situation, such social problems as industrial relations, health in industry, and immigration are next considered. Good citizenship calls for an understanding of the great problems which a democracy such as ours must face. The good citizen does not expect to be an expert at solving every problem; but he at least may know that certain important problems exist and he may establish sound principles on which to base his thinking with reference to them.
