The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the 'World Development Report'.
This comprehensive overview of local food systems explores alternative definitions of local food, estimates market size and reach, describes the characteristics of local consumers and producers, and examines early indications of the economic and health impacts of local food systems. Defining ¿local¿ based on marketing arrangements, such as farmers selling directly to consumers at regional farmers¿ markets or to schools, is well recognized. Statistics suggest that local food markets account for a small, but growing, share of U.S. agricultural production. For smaller farms, direct marketing to consumers accounts for a higher percentage of their sales than for larger farms. Charts and tables.
Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.
Climate change (CC) is currently an unquestionable phenomenon. If not stopped, it will be catastrophic for life on earth. Scientific evidence shows that human activities are the primary driver of CC tendencies since the industrial times. In this book, we present the relationship between development and CC, with special reference to agriculture, the rural sector, and policies aimed to promote sustainable development. We also give special attention to the situation in low- and medium-income countries particularly rural households and small farmers in these countries.The study of agriculture, CC, and sustainability requires consideration of natural resources and their uses (land, freshwater, forests, etc.), as well as the rural sector since land for agricultural production often expands at the expense of forests. In addition, the use of water for agricultural production affects the availability of this resource for other uses in the urban, industrial, and service sectors. Consequently, sustainable agricultural development under CC requires an interdisciplinary or at least a multidisciplinary approach. In this book, we do our best to deal with this challenge by focusing on issues and topics related to agriculture and its use of natural resources in the context of CC, but without ignoring the interrelations of these phenomena with further aspects of sustainability beyond agriculture.

This book provides a non-technical, accessible primer on sustainable agricultural development and its relationship to sustainable development based on three analytical pillars. The first is to understand agriculture as complex physical-biological-human systems. Second is the economic perspective of understanding tradeoffs and synergies among the economic, environmental and social dimensions of these systems at farm, regional and global scales. Third is the understanding of these agricultural systems as the supply side of one sector of a growing economy, interacting through markets and policies with other sectors at local, national and global scales. The first part of the book introduces the concept of sustainability and develops an analytical framework based on tradeoffs quantified using impact indicators in the economic, environmental and social domains, linking this framework to the role of agriculture in economic growth and development. Next the authors introduce the reader to the sustainability challenges of major agroecosystems in the developing and industrialized worlds. The concluding chapter discusses the design and implementation of sustainable development pathways, through the expression of consumers’ desire for sustainably produced foods on the demand side of the food system, and through policies on the supply side such as new more sustainable technologies, environmental regulation and payments for ecosystem services.
Rural development is a subject that appears to be plagued by a central paradox: development is necessary to alleviate rural poverty, but while new technology has raised agricultural output, it has also increased the suffering of millions of poor landless families in many Third World countries. The rural poor, especially women, have been marginalized; urban migrants have become desperate unemployed squatters, not well-paid industrial workers; and environmental degradation has proved severe. The authors argue that many development programmes go awry because the authorities neglect essential development issues. Development must be defined in terms of the provision of basic human needs which include life expectancy, infant mortality, and literacy indicators which reflect the quality of life of the bulk of the population, not just a narrow elite. What they suggest is that the issues neglected by the conventional approach must be addressed if true development is to occur.
