Within the general framework of the European TRIVALENT project, the comparative analysis presented here focuses, alongside policy measures taken at EU level, on counter-terrorism and counter-radicalisation policies implemented by five European countries; namely, Belgium, France, Italy, Spain and the United Kingdom. These case studies with their peculiarities and differences offer insights into the role of long-term and structural factors in defining counter-terrorism and counter-radicalisation policies, and highlight the influence that specific occurrences can have. The volume analyses different types of public policies, including repressive, preventive, legal and administrative measures, together with the role of civil society in preventing and mitigating radicalisation processes. The book offers an updated and critical assessment of the main anti-terrorism and anti-radicalisation policies of the five aforementioned countries, and their strengths and weaknesses, identifying possible evolutionary lines and proposing a series of recommendations.
The questions of why terrorism occurs and how to stop it have haunted European citizens ever since the series of terrorist attacks across the EU that started in the early 2000s. The idea that someone might become a terrorist by going through a 'radicalisation' process seemed like a plausible explanation and therefore quickly gained ground among EU policy-makers. Even though experts still disagree over what radicalisation is and whether focusing on it has really advanced the understanding of terrorism, the idea of the close linkages between the two phenomena has endured for better or for worse. Although the terrorism threat the EU faces has evolved, measures to prevent radicalisation are still a key component of EU counter-terrorism efforts as the radicalisation debate goes on.
Could policies aimed at preventing radicalisation in Europe end up undermining the very social cohesion they aim to preserve? Since the mid-2000s, a growing number of European governments have broadened the scope of counter-terrorism, making it an issue that needs to be tackled by society as a whole. This report considers the effects of such policies in the education sector through a review of the existing literature on the subject. It begins by considering the issues facing educators and students and their families, and goes on to show how counter-radicalisation policies make contradictory demands on educators, asking them to build social cohesion and resilience while at the same time requiring them to employ a logic of suspicion in spotting potential radicals. The report suggests that this contradictory mission challenges key principles of 1. human rights and fundamental freedoms; 2. education for democratic citizenship, human rights education, competences for democratic culture and the objectives of building inclusive societies; and 3. the key objectives of counter-terrorism itself. The author therefore presents three main areas of reflexion, followed by recommendations for further research and action by the Council of Europe.
The Treaty on the European Union stipulates that one of the key objectives of the Union is to provide citizens with a high level of safety within an Area of Freedom, Security and Justice. Given that the fight against terrorism is a prominent aspect of this general objective, it is remarkable that, in spite of its political relevance and decade-long history, it has only relatively recently received due attention in the academic community. Yet an analysis of the successes and failures of the EU's involvement in this field is imperative and this is a particularly pertinent moment to take stock of progress. The goal of this book is therefore to look back at the post-9/11 period and answer the question of whether, when it comes to the measures taken to combat terrorism following these attacks, the EU has lived up to the promise made in its founding treaties. In pursuing this goal, this volume presents the views of leading experts casting a critical eye over the EU's performance, recognising achievements but also being suitably critical when the realities did not match the European rhetoric. In doing this, the book makes a significant contribution not only to the scholarly investigation of European Union policies, but also to the study of counter-terrorism in general. This book examines the language of the European Union's response to the threat of terrorism. Since its re-emergence in the wake of the September 11 attacks, the 'fight against terrorism' has come to represent a priority area of action for the EU. Drawing on interpretive approaches to international relations, the book outlines a discourse theory of identity and counter-terrorism policy, showing how the 'fight against terrorism' structures the EU's response through the prism of identity, drawing our attention to the various 'others' that have come to form the target of counter-terrorism policy. Through an extensive analysis of the wider societal impact of the 'fight against terrorism' discourse, the various ways in which this policy is contributing to the 'securitisation' of social and political life within Europe are revealed.

This book brings together the latest literature and European experiences on preventing youth violent radicalisation and violent actions in intergroup relations. Youth violent radicalisation is a significant problem within the European context, and requires an exploration of how various social actors can play an active role in preventing radicalisation in minors and young adults. This complex issue needs to be explored through a multidisciplinary approach, and effective operational models are needed in order to tackle it.
