Following the statement of assumptions, proposed goals and proposed policies, is an analysis of the projected development demand, the rationale upon which this plan was formulated. The projected development demand utilized the best available data regarding existing land use, existing and proposed transportation facilities, as well as evaluations of the extent and character of the provision of essential urban services. The resulting plan may be considered conventional in character, since it takes account of the broad range of existing financial commitments by both the public and private sectors. The plan presented is coordinated with the plan for St. Clair County. Part II of this document is a summation of the various survey and analysis elements which were utilized as data inputs for the total plan conception.
