Many countries in Asia are inhabited by multi-segment societies diversified in terms of race, religion, language and economic status. They have repeatedly provided the basis for analysis of the search for consensus in the construction of a political scene that would ensure the participation in power of each group. Regardless of the chosen model, the distribution of power in multi-segment societies has always been characterized by a state of "unstable equilibrium". Practical solutions constantly evolved between consociationalism, centripetalism, federalism. In extreme cases they led to political disintegration of states or to permanent domination of one of the segments, most often based on authoritarian solutions. In this volume, a group of scholars specializing in countries of the region try to point out the dynamics of the "unstable equilibrium" of power sharing in particular Asian countries and analyze the trends occurring in them in the 21st century.

Many societies are strongly divided, especially in ethnic, religious, racial, and ideological terms. Such divisions are usually related to the existence of divergent interests that may lead to serious conflicts between groups and/or between them and state authorities. In order to limit them, participation in decision-making processes by members of different groups is needed. However, it is extremely difficult to establish and maintain effective power-sharing arrangements. This book examines the cases of Indonesia, Nigeria, Kenya, and Burundi, where hybrid models of power-sharing have emerged, combining specific elements of consociational and centripetal types. It also explains the specificity, life cycle, and performance of different hybrid systems.

This book argues that Malaysia’s electoral politics have historically been premised on a hybridized model of communalism and consociationalism. Beyond this it posits a newer idea of power sharing based on the dynamic and transformative practice of mediated communalism through six decades (1952–2016) of electoral politics. The strategy of mediating communalism is critically explored throughout the book, serving to test its saliency as a distinct approach to power sharing in a social formation which is ethnically, religiously and regionally divided, yet has remained remarkably and tenuously integrated throughout Malaysia’s electoral history. The book delves into this question by narrating and theorizing the complexity of communal politics leading to the emergence of new politics which have attempted to put Malaysia on the track of further democratization. It is further implied that new politics has to work in tandem with mediated communalism to transcend the most deleterious effects of an ethnically divided society.
Nearly all the peace accords signed in the last two decades have included power-sharing in one form or another. This book undertakes the first comparative constitutional analysis of the Kyrgyz Republic and Republics of Kazakhstan, Turkmenistan, Uzbekistan and Tajikistan in their cultural, historical, political, economic and social context. The first chapter provides a general overview of the diverse and dynamic constitutional landscape across the region. A second chapter examines the Soviet constitutional system in depth as the womb of the Central Asian States. A third chapter completes the general picture by examining the constitutional influences of the 'new world order' of globalisation, neoliberalism, and good governance into which the five states were thrust. The remaining five chapters look in turn at the constitutional context of presidents and governments, parliaments and elections, courts and rights, society and economy and culture and identity. The enquiry probes the regional patterns of neo-Sovietism, plebiscitary elections, weak courts and parliaments, crony capitalism, and constraints on association, as well as the counter-tendencies that strengthen democracy, rights protection and pluralism. It reveals the Central Asian experience to be emblematic of the principal issues and tensions facing contemporary constitutional systems everywhere.
As countries in Asia try to create unified polities, many face challenges from minority groups within their own borders seeking independence. This volume brings together international experts on countries in all regions of Asia to debate how differently they have responded to this problem. Why have some Asian countries, for example, clamped down on their national minorities in favour of homogeneity, whereas others have been willing to accommodate statehood or at least some form of political autonomy? Together they suggest broad patterns and explanatory factors that are rooted in the domestic arena, including state structure and regime type, as well as historical trajectories. In particular, they find that the paths to independence, as well as the cultural elements that have been selected to define post-colonial identities, have decisively influenced state strategies.
Based on a unique comparative study of Burundi, Rwanda, Ethiopia, Lebanon, Bosnia-Herzegovina, Nepal, Myanmar, the Philippines, and Fiji this book analyses the formal and informal arrangements defining the post-conflict political order in these countries and evaluates whether these systems strengthened or weakened the chances of establishing sustainable peace and lasting democracy. What can be learned from these cases? Each country has it unique history but they are faced with comparable challenges and dilemmas in building a democratic future. Which solutions seem to contribute to democratic stability and which do not?
