In this book, scholars - in anthropology, history, literary and cultural studies - present their current research on culture and violence in the Andean region. Within an interdisciplinary approach, the contributors explore the complex and mutually constitutive relationship of culture and violence in Peru and Bolivia. These countries contain large indigenous populations who have largely preserved their culture and way of life in spite of centuries of colonial domination and the encroachment of capitalist modernization, including the latest free-market variant. Violence forms a part of the daily rhythms of life in the Peruvian Andes - from the "play" of everyday life to the political actions of the Shining Path. This volume explores how violence has affected the daily lives, cultural identities, and political futures of the inhabitants of Peru's southern high provinces. In their case studies, the contributors consider how violence has inflected the historical geography of the region; popular discourses of race, ethnicity, and gender; and the forms of local power that perpetuate landlord rule. Unruly Order makes a powerful argument for extending our understanding of this particular regional culture of violence to the social and cultural processes at work in many other parts of Latin America.
Food, Power, and Resistance in the Andes is a dynamic, interdisciplinary study of how food's symbolic and pragmatic meanings influence access to power and the possibility of resistance in the Andes. In the Andes, cooking often provides Quechua women with a discursive space for achieving economic self-reliance, creative expression, and for maintaining socio-cultural identities and practices. This book explores the ways in which artistic representations of food and cooks often convey subversive meanings that resist attempts to locate indigenous Andeans-and Quechua women in particular-at the margins of power. In addition to providing an introduction to the meanings and symbolisms associated with various Andean foods, this book also includes the literary analysis of Andean poetry and prose, as well as several Quechua oral narratives collected and translated by the author during fieldwork carried out over a period of several years in the southern Peruvian Andes. By following the thematic thread of artistic representations of food, this book allows readers to explore a variety of Andean art forms created in both colonial and contemporary contexts. In genres such as the novel, Quechua oral narrative, historical chronicle, testimonies, photography, painting, and film, artists represent Quechua cooks who utilize their access to food preparation and distribution as a tactic for evading the attempts of a patriarchal hegemony to silence their voices, desires, values, and cultural expressions. Whether presented orally, visually, or in a print medium, each of these narratives represents food and cooking as a site where conflict ensues, symbolic meanings are negotiated, and identities are (re)constructed. Food, Power, and Resistance will be of interest to Andean Studies and Food Studies scholars, and to students of Anthropology and Latin American Studies.
A major contribution to debates about Latin American state formation, Political Cultures in the Andes brings together comparative historical studies focused on Colombia, Ecuador, Bolivia, and Peru from the mid-eighteenth century to the mid-twentieth. While highlighting patterns of political discourse and practice common to the entire region, these state-of-the-art histories show how national and local political cultures depended on specific constellations of power, gender and racial orders, processes of identity formation, and socioeconomic and institutional structures. The contributors foreground the struggles over democracy and citizens’ rights as well as notions of race, ethnicity, gender, and class that have been at the forefront of political debates and social movements in the Andes since the waning days of the colonial regime some two hundred years ago. As indigenous peoples in Latin America have achieved greater prominence and power, international agencies have attempted to incorporate the agendas of indigenous movements into development policymaking and project implementation. Transnational networks and policies centered on ethnically aware development paradigms have emerged with the goal of supporting indigenous cultures while enabling indigenous peoples to access the ostensible benefits of economic globalization and institutionalized participation. Focused on Bolivia and Ecuador, Indigenous Development in the Andes is a nuanced examination of the complexities involved in designing and executing “culturally appropriate” development agendas. Robert Andolina, Nina Laurie, and Sarah A. Radcliffe illuminate a web of relations among indigenous villagers, social movement leaders, government officials, NGO workers, and staff of multilateral agencies such as the World Bank. The authors argue that this reconfiguration of development policy and practice permits Ecuadorian and Bolivian indigenous groups to renegotiate their relationship to development as subjects who contribute and participate. Yet it also recasts indigenous peoples and their cultures as objects of intervention and largely fails to address fundamental concerns of indigenous movements, including racism, national inequalities, and international dependencies. Andean indigenous peoples are less marginalized, but they face ongoing dilemmas of identity and agency as their fields of action cross national boundaries and overlap with powerful institutions. The human head has had important political, ritual and symbolic meanings throughout Andean history. Scholars have spoken of captured and trophy heads, curated crania, symbolic flying heads, head imagery on pots and on stone, head-shaped vessels, and linguistic references to the head. In this synthesizing work, cultural anthropologist Denise Arnold and archaeologist Christine Hastorf examine the cult of heads in the Andes—past and present—to develop a theory of its place in indigenous cultural practice and its relationship to political systems. Using ethnographic and archaeological fieldwork, highland-lowland comparisons, archival documents, oral histories, and ritual texts, the authors draw from Marx, Mauss, Foucault, Assadourian, Viveiros del Castro and other theorists to show how heads shape and symbolize power, violence, fertility, identity, and economy in South American cultures.

Organized in the mid-1970s as a means of communal protection against livestock rustling and general thievery in Peru’s rugged northern mountains, the rondas campesinas (peasants who make the rounds) grew into an entire system of peasant justice and one of the most significant Andean social movements of the late twentieth century. Nightwatch is the first full-length ethnography and the only study in English to examine this grassroots agrarian social movement, which became a rallying point for rural pride. Drawing on fieldwork conducted over the course of a decade, Orin Starn chronicles the historical conditions that led to the formation of the rondas, the social and geographical expansion of the movement, and its gradual decline in the 1990s. Throughout this anecdotal yet deeply analytical account, the author relies on interviews with ronda participants, villagers, and Peru’s regional and national leaders to explore the role of women, the involvement of nongovernmental organizations, and struggles for leadership within the rondas. Starn moves easily from global to local contexts and from the fifteenth to the twentieth century, presenting this movement in a straightforward manner that makes it accessible to both specialists and nonspecialists. An engagingly written story of village mobilization, Nightwatch is also a meditation on the nature of fieldwork, the representation of subaltern people, the relationship between resistance and power, and what it means to be politically active at the end of the century. The Wari state was one of the first politically centralized civilizations in the New World that expanded dramatically as a product of its economic and military might. Tiffiny Tung reveals that Wari political and military elites promoted and valorized aggressive actions, such as the abduction of men, women, and children from foreign settlements. Captive men and children were sacrificed, dismembered, and transformed into trophy heads, while non-local women received different treatment relative to the men and children. By inspecting bioarchaeological data from skeletons and ancient DNA, as well as archaeological data, Tung provides a better understanding of how the empire's practices affected human communities, particularly in terms of age/sex structure, mortuary treatment, use of violence, and ritual processes associated with power and bodies.
