Violence was prominent in France?s conquest of a colonial empire, and the use of force was integral to its control and regulation of colonial territories. What, if anything, made such violence distinctly colonial? And how did its practitioners justify or explain it? These are issues at the heart of The French Colonial Mind: Violence, Military Encounters, and Colonialism. The second of two linked volumes, this book brings together prominent scholars of French colonial history to explore the many ways in which brutality and killing became central to the French experience and management of empire. Sometimes concealed or denied, at other times highly publicized and even celebrated, French violence was so widespread that it was in some ways constitutive of colonial identity. Yet such violence was also destructive: destabilizing for its practitioners and lethal or otherwise devastating for its victims. The manifestations of violence in the minds and actions of imperialists are investigated here in essays that move from the conquest of Algeria in the 1830s to the disintegration of France?s empire after World War II. The authors engage a broad spectrum of topics, ranging from the violence of first colonial encounters to conflicts of decolonization. In Settler Colonial City, David Hugill confronts this culture of organized forgetting by arguing that Minnesota’s largest city is enduringly bound up with the power dynamics of settler-colonial politics. Examining several distinct Minneapolis sites, Settler Colonial City tracks how settler-colonial relations were articulated alongside substantial growth in the Twin Cities Indigenous community during the second half of the twentieth century—creating new geographies of racialized advantage. Studying the Phillips neighborhood of Minneapolis in the decades that followed the Second World War, Settler Colonial City demonstrates how colonial practices and mentalities shaped processes of urban reorganization, animated non-Indigenous “advocacy research,” informed a culture of racialized policing, and intertwined with a broader culture of American imperialism. It reveals how the actions, assumptions, and practices of non-Indigenous people in Minneapolis produced and enforced a racialized economy of power that directly contradicts the city’s “progressive” reputation. Ultimately, Settler Colonial City argues that the hierarchical and racist political dynamics that characterized the city’s prosperous beginnings are not exclusive to a bygone era but rather are central to a recalibrated settler-colonial politics that continues to shape contemporary cities across the United States.

Focusing on India between the early nineteenth century and the First World War, Colonial Terror explores the centrality of the torture of Indian bodies to the law-preserving violence of colonial rule and some of the ways in which extraordinary violence was embedded in the ordinary operation of colonial states. Although enacted largely by Indians on Indian bodies, particularly by subaltern members of the police, the book argues that torture was facilitated, systematized, and ultimately sanctioned by first the East India Company and then the Raj because it benefitted the colonial regime, since rendering the police a source of terror played a key role in the construction and maitenance of state sovereignty. Drawing upon the work of both Giorgio Agamben and Michel Foucault, Colonial Terror contends, furthermore, that it is only possible to understand the terrorizing nature of the colonial police in India by viewing colonial India as a 'regime of exception' in which two different forms of exceptionality were in operation - one wrought through the exclusion of particular groups or segments of the Indian population from the law and the other by petty sovereigns in their enactment of illegal violence in the operation of the law. It was in such fertile ground, in which colonial subjects were both included within the domain of colonial law while also being abandoned by it, that torture was able to flourish.

Writing has long been linked to power. Thus the first thing Columbus did on American shores in October 1492 was have a notary record his claim of territorial possession. It was the written, notarial word—backed by all the power of Castilian enforcement—that first constituted Spanish American empire. Even so, the Spaniards who invaded America in 1492 were not fond of their notaries, who had a dismal reputation for falsehood and greed. Yet Spaniards could not do without these men. Contemporary scholars also rely on the vast paper trail left by notaries to make sense of the Latin American past. How then to approach the question of notarial truth? Kathryn Burns argues that the archive itself must be historicized. Using the case of colonial Cuzco, she examines the practices that shaped document-making. Notaries were businessmen, selling clients a product that conformed to local “custom” as well as Spanish templates. Clients, for their part, were knowledgeable consumers, with strategies of their own for getting what they wanted.
