At the start of each decade the World Development Report focuses on poverty reduction. The World Development Report, now in its twenty-third edition, proposes an empowerment-security-opportunity framework of action to reduce poverty in the first decades of the twenty-first century. It views poverty as a multidimensional phenonmenon arising out of complex interactions between assets, markets, and institutions. This Report shows how the experience of poverty reduction in the last fifteen years has been remarkably diverse and how this experience has provided useful lessons as well as warnings against simplistic universal policies and interventions. It shows how current global trends present extraordinary opportunities for poverty reduction but also cause extraordinary risks, including growing inequality, marginalization, and social explosions. The World Development Report 2000/2001 explores the challenge of managing these risks in order to make the most of the opportunities for poverty reduction.
Governance through Development locates the Poverty Reduction Strategy Paper (PRSP) framework within the broader context of international law and global governance, exploring its impact on third world state engagement with the global political economy and the international regulatory norms and institutions which support it. The PRSP framework has replaced the controversial structural adjustment programmes, as the primary mechanism through which official development financing is channelled to low-income developing countries. It has changed the regulatory landscape of international development financing, signalling a wider paradigmatic shift in the cartography of aid and, consequently, in the nature of north-south relations. This Poverty Reduction Strategy Paper for the Kingdom of Lesotho presents a determined plan in pursuance of high and sustainable equity-based economic growth. It contains medium-term objectives and strategies to address the major challenges facing the country. These challenges include employment creation and income generation, and improving quality of and access to education and health services. Lesotho plans to deal boldly with its trading and investment partners by exploiting the opportunities inherent in the process of globalization under such mechanisms as the Africa Growth and Opportunities Act.
Poverty Reduction Strategies (PRSs) are the new buzzwords in development aid. Some 70 countries have already elaborated them in response to World Bank and bilateral aid agency requirements. This book presents detailed, field-level research on the application of PRSs in three countries: Tanzania, Vietnam and Honduras It describes the changing relations between the governments of these countries, donor agencies, and civic organizations that have taken part in formulating the new generation of PRSs. Poverty Reduction Strategies run up against a central paradox: in giving decisive policymaking powers to external agencies, the very process of drawing up development strategies to prioritise reducing poverty can gravely undermine the consolidation of democratic forces, structures and ideas in developing countries.

Despite severe exogenous shocks, the macroeconomic program remained broadly on track, and several social indicators, particularly in the area of basic education, progressed. A variety of measures have been successfully implemented to improve the environment for private sector development, reduce the vulnerability of the rural sector, and strengthen public finance management. A more comprehensive framework for growth-enhancing policies should encompass the rural sector; foster the development of analytical links between budgets and results; and strengthen the role of the Poverty Reduction Strategy Paper (PRSP) as an integrative framework for sectoral policies.

This paper reviews some early interim and full PRSPs for countries with which the authors worked during 1999-2000 (Uganda, Burkina Faso, Tanzania, Mozambique, Mali and The Gambia). The purpose of the review is to compare and contrast how the PRSP process was established there. It finds that rapid progress was made in implementing the initiative in all the countries, increasing commitment to poverty reduction amongst government and donors and encouraging broader participation in the policy dialogue. However, there was considerable variation between the cases, reflecting different local contexts and capacities.
