Congo’s first full Poverty Reduction and Growth Strategy underpinned the economic policy during a particularly challenging transitional period. The difficulty is in implementing the program in a rapidly evolving institutional environment. Developments during recent years demonstrate Congo’s capacity for growth and poverty alleviation if the right incentives are provided. Developments during the last year also indicate the government’s commitment to address the key issues, even in the face of significant political challenges. The government’s response to short-term concerns builds on a compelling vision of long-term development.

A poverty profile for the Comoros has been established based on the latest poverty data (EIM 2004). The data indicate that monetary poverty is still widespread in the Comoros. For the overall country, the incidence of poverty at the household level was estimated at 36.9 percent in 2004. Three socioeconomic groups account for nearly two-thirds of national poverty: farmers' households (30.2 percent), unprotected wage earners' households (15.8 percent), and households headed by an inactive person (19.6 percent).
This paper presents an overview of the Poverty Reduction and Growth Strategy Paper (PRGSP) for the Democratic Republic of the Congo (DRC). The process of preparing the final PRGSP was complicated and laborious, but the government insisted that it be carried out rigorously and systematically. The objective pursued was to have a high-quality PRGSP, the contents of which were assimilated, internalized, and legitimized by all stakeholders working in a responsible partnership. Implementation of the PRGSP is subject to both endogenous and exogenous constraints.
